  • The Direction of Humanitarian Action
  • The Direction of Development Action

JOB CONTEXT :         

HI started in Somaliland in 1992 by setting up a rehabilitation centre in Hargeisa. HI’s strategy in Somaliland has been since to advocate for the rights of persons with disabilities (PWDs) and to engage development actors to promote inclusion and participation of PWDs at local and national level. From 2010 to 2014, HI implemented a Human Rights project entitled “Enhanced participation of Somalis with disability for human rights and democracy in Somaliland and Puntland”. This project strengthened the capacity of 15 Disable People Organizations (DPOs) at grassroots level to empower people with disability to actively promote and advocate for their rights for protection and inclusion. A major outcome of this intervention was the development of a Disability Policy for Somaliland and Puntland.

Due to very limited funding opportunities, since September 2018, HI has been operating in Somaliland with very minimum presence and without any direct implementation of project. Currently HI is extensively lobbying and advocating with many donors and UN Agencies to secure the fund to continue the operation in Somaliland. Furthermore HI is currently carrying out exploratory mission to extend the programme in South Central of Somalia. 2 multi years project has been submitted and high possibility to get the fund. HI is also currently running multi sectorial needs assessment in Somaliland as well as in South Central Somalia which will determine a broader, Health, WaSH, food security, MHPSS and/or protection response.

Due to the history of HI in Somaliland, the context sensitivity and clan system in Somaliland, most of our activities are and will be conducted through local partners. HI is currently collaborating with the DAN (Disability Action Network), a high level local NGO, for both our development and humanitarian operations.

YOUR MISSION:

Under the overall supervision of the Country Director based in Addis Ababa (Ethiopia), you have the key responsibility to coordinate and ensure the successful development and optimal implementation of HI’s strategy in Somaliland.

The main goal of the mission in the next future is to respond to the humanitarian needs in Somaliland while ensuring the extension of the current development programing

 In this framework, your main responsibilities are the following:

  • Strategic planning and project development
  • Lead, coordinate and supervise the implementation the humanitarian and development projects
  • Human resources, financial, administration, logistics, communication and security management
  • Coordination and liaison with partners and stakeholders
  • Monitoring and reporting

CHARACTERISTICS OF THE POSITION :

HI operations in Somalia are conducted in Somaliland only, where security is overall under control, despite some periodic but rare outbreaks (last serious incident was in 2008). Most activities are currently implemented with or through local non state actors. Non-Somali staffs are limited in numbers and operate under tight security rules, including movement restrictions. Given the highly volatile insecurity in South and Central Somalia, extending activities in these locations is not considered at the moment

Expériences / Formation du candidat You have:

  • Bachelor’s or master’s degree (Political Science, IFAID, etc.) or a degree in project management.
  • 3 or 4 years of experience in emergency contexts
  • 2 or 3 years of experience in coordinating humanitarian projects and development projects as a field coordinator or Head of Mission.
  • Analysis and humanitarian surveillance
  • Knowledge of emergency preparedness and ability to skill-transfer in emergencies.
  • Participation and/or implementation of the operational strategy.
  • Knowledge about emergency funding and development donors
  • Management of multidisciplinary teams.
  • Very good writing skills
  • English mandatory.

A previous experience working in Horn of Africa context is an asset.

  • Salary from 2972 € gross/month regarding the experience of the candidate

  • R&R : 5 days every 6 weeks
