CONTEXT OF THE MISSION:HI aims at improving disability, diversity, age and gender (DGA)-inclusive conflict-sensitive (CS) analyses to improve the Humanitarian Programme Cycle (HPC), and thus centrality of protection in humanitarian responses. The position of Conflict Sensitivity Specialist will support the Global Protection Cluster (GPC) in improving its ability to support conflict-sensitivity throughout the HPC.
Crises have evolved to become more protracted, with people facing a multitude of heightened shocks and long-term stresses. Exposure to risks is driven by the interaction of multiple compounding factors such as disability, diversity, gender, age elements as well as environmental factors (social, economic and cultural conditions of different contexts). This challenges the resilience of target populations, as well as the resilience of the humanitarian system itself. The existing vulnerabilities and specific needs are increased by systemic disruptions and inability of duty-bearers to ensure the centrality of protection, with an emphasis on starting with the perspective of those experiencing violence, coercion and deprivation.Our approach to conflict sensitivity (CS) aims at promoting an understanding of contextual dynamics, shocks and stresses that can also lead to barriers to access and thus poor delivery of humanitarian aid, and worse, aid that deteriorates the conflict dynamics that led to the exclusion of vulnerable persons in the first place.
DESCRIPTION DE POSTE :Within the Armed Violence Reduction Technical Unit, the Conflict Sensitivity Specialist will join a team of 4 staff (3 HI & 1 Helpage) dedicated to the technical assistance project to Global Protection Cluster (GPC) led by HI.
The CS Specialist will:– analyse HPC methodologies to address critical protection needs and risks encountered in the response strategy frameworks- support strengthening accountability towards and participation of targeted population in the processes- develop and test conflict-sensitive toolboxes for Global and National Protection cluster and its partners- co-create and contribute to dissemination and trainings (both at global and field levels)- co-develop and deploy project-related Monitoring Evaluation Accountability Learning (MEAL) strategies- offer an iterative analysis of knowledge, attitudes and practice changes
He/she will have for main tasks:1/To conduct a Scoping review and learning interest analysis of Conflict-Sensitivity tools and methodologies in the Protection Cluster system2/To create operational toolboxes and trainings to respond to identified gaps and needs3/To test, and disseminate tools and findings at global and field levels4/To second GPC’s work on promoting conflict sensitivity in relevant fora, supporting defined policy and advocacy5/To support HI to benefit from learnings of a Technical Assistance position at global Cluster level and mainstreaming CS into programming processes
PROFIL ATTENDU :-you hold a University Degree, preferably a Master’s degree in Humanitarian development and/or Peace & Conflict studies
-you have five years of demonstrated field and programmatic experience in humanitarian work in conflict/peacebuilding environments-you have at least five years of experience directly related to conflict sensitivity, « Do No Harm » approaches including experience in mainstreaming these concepts into humanitarian programming-you have experience in social cohesion, protection, resilience to humanitarian conflict, and conflict transformation field-work-you have experience in training engineering-you have knowledge of HPC and are a Field-oriented person-you have great communication and advocacy skills, and agility to adapt to different humanitarian public-you have knowledge of main MEAL tools and methods-you are autonomous and responsive-you can work and interact with a multidisciplinary team, network and collaborate-you speak and write English & French fluently
