HI, Humanity & Inclusion is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Since the organisation was first founded in 1982, we have set up development programmes in 62 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

JOB CONTEXT :

HI Afghanistan operating framework is depicted in the operational strategy (“Stratop”) developed at the end of 2019 for a 3-year duration. The 3 pillars are:

  • Physical rehabilitation and health
  • Armed Violence Reduction
  • Technical Assistance for disability inclusion

HI is currently involved in different sectors of activities:

  • Physical and functional rehabilitation (both on service provision and training – tech assistance), in development and chronic crisis settings
  • Mental Health and Psycho-Social Support (MHPSS)
  • Support to inclusive governance through victim assistance project
  • Inclusive livelihood
  • Mine Risk Education
  • Health through COVID response

HI is currently supporting the development of the national disability inclusion strategy.

HI has 4 offices located in the different provinces of intervention. Central office is located in capital city (Kabul) and gathers the management team (including operations, support services, technical unit, MEAL and security), as well as some project’s staffs, most of the projects having institutional components.

3 bases, located in Herat (West), Kunduz (North) and Kandahar (south) are fully operational with dedicated support services and project’s management teams.

HI operates in Nimroz through embedded modality with other organizations, and is under the supervision of Kandahar Base.

Most of the fundraising effort and donor’s relationship is held at Kabul level. HI also is also part of different fora / coordination bodies (ACBAR, INSO, HAG etc.) as well as member of several cluster, including health and protection.

Operational partnerships are established with INGOs (Swedish Committee for Afghanistan Norwegian Afghanistan Committee), and further partnership with national NGOs are expected in the framework of the support to civil society activities.

Support is also provided to a wide range of Organizations of People with Disabilities (OPDs) (20, including nearly half of women-led OPDs) through capacity building and support to advocacy on disability inclusion.

HI Afghanistan program is also strongly involved in rolling-out institutional policies, particularly regarding PSEAH, code of conduct, child protection, fraud and corruption policy. Operationally, objectives are to mainstream DGA (Disability / Gender / Age) policy, as well as operationalizing the PSEAH policy in all projects.

The total budget of Afghanistan is roughly 3.7 million, including 75% of the volume directed towards activities.

YOUR MISSION:

Reporting to the Technical Unit Manager and in collaboration with Regional Director, Country managers and Operations Managers, the Business Developer designs the fundraising strategy of the programme where he/she is based. He/she identifies funding opportunities and leads the concept notes and project proposals development process, with the expected output of having documents ready for submission to donors (public institutions, foundations and private sector).

Responsibility 1: Strategic development:

  • Monitor donors’ strategies and priorities in order to anticipate calls for proposals and identify opportunities for submission;
  • Engage with identified donors to understand their perception of current HI programming and identify areas of interests for targeted fundraising efforts;
  • Monitor research and development initiatives of other organizations, including INGOs, UNs and government to spot trends in the development sector which need to be taken into account to develop competitive proposals;
  • Contribute to StratOp development and follow-up, with a focus on Fundraising action plan and Internal Project Documents.

Responsibility 2: Relationship Management:

  • Work with the Programme Director and Country Managers to build HI’s external profile and influence, building key stakeholder relationships with relevant decision makers in government, national/local organizations, donors and key international organizations;
  • Develop excellent and active working relationship with strategic donors and partners in-country;
  • Promote HI’s technical positioning, approaches, know-how and expertise in relevant networks in order to develop consortium agreements;
  • Feed into the Funding Needs tool (on HINSIDE) to make sure program needs are well known at HQ/NAs level and develop supporting documents, such as “project sheets” and/or “donor sheets”
  • Manage the program’s CRM and ensure it is updated as needed.

Responsibility 3: Proposal Development:

  • For new project: Lead donor’s proposal writing in accordance with HI’s proposal writing process and tools (PD-tool, Project Development Monitoring tool, etc.) and including the development of: logical frameworks, MEAL plan, technical approach narrative, planning, staffing and budgeting;
  • For the renewal of existing projects: contribute, under the lead of the Project Manager, to the proposal’s writing;
  • Coordinate and collaborate with HQ shared services, HI National Associations (Projects Support Officers) and technical staff to ensure their inputs are duly reflected in proposals;
  • When required, identify appropriate/competitive teaming arrangements (consortiums, multi-country projects…) and facilitate negotiations;
  • For consortiums, manage coordination, communication and inputs from subs during project development;
  • Review final proposal/concept note before submission for compliance with donors guidelines and expectations, budget matching to technical narrative and overall quality;
  • Ensure (when relevant) the final submission of the concept notes and proposals to donors;

CHARACTERISTICS OF THE POSITION :

The position is based in Kabul. The climate in Kabul is continental with hot and dry summers, and cold winters with a high altitude of 1,800 meters. Expatriates as well as afghan employees are allowed to travel to bases in all provinces and to some project’s location, upon ad-hoc assessment of the security situation, and follow-up on daily basis. Expatriates can be accommodated in the bases located in the 3 provinces (Kunduz, Kandahar, and Herat).

Security is a major concern in Afghanistan with potential for kidnapping, regular terrorist attacks in the cities and severe conflicts in Eastern, Northern and Southern Areas and to a less extent Western areas apart from most provincial and district capitals. Thus, limited recreational and leisure activities are available. Freedom of movement is limited in all bases and expatriates always travel in cars with accompanied national staff member all the time adhering to security protocols. At times depending on the security situation, expatriates may be confined to the guesthouse.

Accommodation is in a secure guesthouse, close to the office, with other expatriates. The guesthouse is spacious with independent rooms; however, acceptance of collective life is required. There is a cook (except during the weekends) and other staff who do the laundry and cleaning. Western goods can be found in expat supermarkets, afghan good can be found in local shops. The office and the guesthouse in Kabul are located with most NGOs around.

It remains possible to visit some places (park, shopping places, restaurants, INGOs etc.) upon security assessment and green light from relevant staffs.

Both women and men have to dress and behave as per local culture standards, which particularly includes wearing scarf in all public places for women. However, not wearing scarf in the office is not seen as offending and is well accepted by national staffs.

Travels to the bases are carried out by UNMAS or local company validated by HI. Movements in the field are operated with a strict “low-profile” approach (car, clothes, etc.).

There is no specific measures or restrictions put in place by the government in regard ot COVID-19 pandemic. However, safety measures (hand-washing, wearing masks) are implemented in HI offices.

Expériences / Formation

  • Bachelor or master’s degree in related field
  • Minimum of 5 years’ experience in humanitarian project development and donor relationship (including experience in consortium development)
  • Excellent written and oral communication – Synthetic and analytic thinking
  • Expert in proposal development (logframes, budget & narrative)
  • Fluent in English, French is an asset
  • Knowledge of donor rules and regulations, analysis (donor environment, geopolitics) and ethical positioning
  • Experience in negotiation and representation (internally and externally) – advocacy and networking techniques
  • Leadership of multi-cultural and multi-sector teams, on-site and remotely

Salaire

  • Starting date : 01/03/2021
  • Length of the contract: 6 months renewable

  • Salary from 2972 € gross/month regarding the experience of the candidate
  • Perdiem : 456.01 net/month
  • Hardship allowance : 500 net/month
