Handicap International (HI) have been implementing in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities (PwDs) as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs).

Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana’a City, building the capacities of their key staff in early rehabilitation care and psychological first aid, and directly providing physical and functional rehabilitation care and psychosocial support to the most vulnerable, including war affected people, providing assistive devices). In 2017, these activities have extended to new facilities in and around Sana’a and early 2018 prosthesis and orthosis. HI currently operates in 1 hospital in Aden and is looking at supporting other HFs. HI is currently finalizing assessment to begin operations in at least 3 HFs within the West Coast.

In parallel, HI is implementing an inclusion and protection mainstreaming project, to increase the knowledge and capacity of International NGOs in the inclusion of the most vulnerable persons in their humanitarian response (including PwD), so as to increase their access to essential services.
In 2020, HI will extend its intervention into new sectors (, Mine Risk Education).


The Logistics manager will be responsible to support the stabilisation of HI’s new base in the West Coast potentially supporting further assessments for sub bases and building the capacity of the Logistics department. In Mokha, as a new team, this position will largely build the capacity of the Logistics team to understand HI process and procedures, put in place effective logistics systems, work close with the national Logistics manager to build positive working relationships with the Coordination and Aden teams.

The Logistics support coach will work closely with the Logistics manager with the objective of handing over the management of the Logistics department to the Logsitics manager ensuring that effective logistics systems and understandings of HI procedures and processes are in place. Critical to this position is someone who can work alongside the Logistics manager to build a strong team, training and empowering the Logistics manager to be a strong decision maker and working as part of the Mokha management team.

Supervised by the Field Coordinator West Coast, the Logistics Support Coach West Coast will be the counterpart of the Logistics manager – West Coast. The position works closely with the Logistics Coordinator (based in Sana’a) and the Logistics manager (Aden) to establish and stabilise the West Coast Logistics department to ensure a well set up office/guest house as well as ensuring timely and quality implementation of project activities. The Logistics Support Coach, as the counterpart of the Logistics Manager will be dually responsible to:

• Ensure the respect of HI and donor Logistics guidelines (management of purchase, stock, supply, equipment, vehicles) on the mission
• Capacity building of logistics team
• Working side by side with the Logistics manager to build capacity and support sound decision making
• Support the Logistics manager to be an active and confident member of the Mokha management team
Coordination with logistics departments across the mission (Sana’a and Aden)
• Ensuring the respect of HI policies, Code of Conduct and security procedures
• Regular reporting to relevant stakeholders across the mission in coordination with the Logistics Manager
• Oversight of all logistics and procurement processes, supporting the logistics team to adhere to procedures and to complete tasks in the most effective and efficient way
• Logistics assessments of sub-bases as requested
• Ensuring timely procurement of operational and support assets working closely with project and support teams
• Supporting the logs team to build capacity of other departments to better understand and adhere to Logistics procedures
• Working closely with the Logistics coordinator and Logistics manager to identify bottle necks and provide recommendations on the localized context


 High degree diploma in Logistics or Supply Chain is recommended

 Strong experience in the related field (3 years) in NGO is compulsory, preferably in complex humanitarian context
 Demonstrated experience in opening bases, projects in a complicated context
 Demonstrated experience in capacity building is a strong asset
 Demonstrated experience working in a environment with multiple challenges: eg. energy, transportation and communication challenges.
 Demonstrated experience with national and international procurement
 Demonstrated experience with contracting for supply and services
 Experience in the region would be a strong asset

 Ability to work under high pressure with a great level of personal organisation

• Starting date: 31 March 2020
• Length of the contract: 6 months
• Salary starting from 2300 € (gross) / month, adjusted regarding the experience of the candidate
