HAMAP-Humanitaire is a French NGO working to sustainably secure and enhance access to land and water resources, notably through Humanitarian Mine Action (HMA) and local capacity strengthening.
In Ukraine, HAMAP is establishing a country mission with a view to formal legal registration, the deployment of a portfolio of HMA activities, and the development of local and institutional partnerships.
The Head Of Mission will serve as HAMAP’s official representative in Ukraine. He/she will play a key role in political and institutional representation, strategic coordination of projects, operational development, and the establishment of the country office.

POSITION RESPONSIBILITIES
The Head of mission ensures the official representation, strategic development, and overall coordination of HAMAP-Humanitaire in Ukraine.
He/she leads the organisation’s set-up and legal registration process, supervises project quality and compliance, and ensures effective linkage between technical, institutional, and partnership components.
He/she strengthens HAMAP’s presence, influence, and cooperation within the Humanitarian Mine Action sector, in close collaboration with Ukrainian authorities, local partners, and international donors.
MAIN ACTIVITIES & MISSIONS
- Institutional representation and external coordination
- Officially represent HAMAP-Humanitaire to:
- national and local authorities (Ministry of Economy, NMAC, regional administrations, etc.);
- donors (CDCS, UNMAS, EU, etc.) and partner embassies;
- NGOs and coordination platforms (Mine Action AoR, humanitarian clusters, HCT).
- Lead and monitor HAMAP’s legal registration process in Ukraine with authorities and legal advisors.
- Develop and maintain strategic institutional relationships with HMA actors, civil society, and academia.
- Promote HAMAP’s values, mission, and technical priorities within coordination and advocacy spaces.
- Ensure the mission’s external visibility and high-quality public representation.
- Strategic definition and mission steering
- Develop, with HQ, the country strategy (short and medium term), aligned with Ukraine’s humanitarian and stabilisation priorities.
- Perform regular context analyses (humanitarian, political, security, economic) and produce strategic briefs.
- Identify development opportunities (intervention areas, new partnerships, calls for proposals).
- Ensure coherence between ongoing projects and national strategic priorities.
- Programmatic and technical supervision
- Oversee implementation and coherence of HAMAP projects in Ukraine.
- Support local partners in planning, implementation, and monitoring of their activities.
- Contribute to drafting project proposals, narrative reports, and financial reports.
- Ensure that MEAL systems are properly established and functioning.
- Lead capitalisation, lessons learned, and knowledge dissemination.
- Partnership development and resource mobilisation
- Identify, assess, and formalise strategic partnerships with local NGOs, public institutions, universities, and specialised companies.
- Strengthen coordination and complementarity between implementing partners.
- Lead the drafting of concept notes and new project proposals for donors.
- Actively contribute to fundraising and the development of sustainable institutional partnerships.
- Administrative, financial, and logistics management
- Oversee the establishment of mission support functions (HR, finance, logistics, security).
- Guarantee legal, financial, and fiscal compliance of all HAMAP activities in Ukraine.
- Supervise the development and monitoring of mission and project budgets.
- Ensure proper implementation of procurement and contracting procedures.
- Oversee efficient management of logistical resources (offices, vehicles, stock, equipment).
- Team management
- Supervise national and expatriate staff; ensure their well-being and professional development.
- Define work priorities and monitor performance.
- Ensure implementation of HAMAP HR policies and compliance with local labour law.
- Promote participatory and supportive management and a climate of trust.
- Identify training needs and support capacity-building of local staff.
- Prevent and manage internal conflicts, in coordination with HQ.
- Security and context monitoring
- Maintain continuous security monitoring of HAMAP intervention and travel areas.
- Update and implement security plans and internal procedures.
- Train and sensitise teams on safety measures.
- Ensure information sharing with HQ and participate in decision-making in case of incidents.
- Internal communication and reporting
- Ensure smooth communication between the mission, partners, and HQ.
- Organise internal coordination meetings and draft minutes.
- Produce monthly and quarterly mission activity reports.
- Contribute to institutional communication and visibility of HAMAP’s activities in Ukraine.
- Support cross-mission learning and knowledge sharing with HQ.
REQUIRED SKILLS & PROFILE
Professional experience
- Minimum 10 years of experience in the international humanitarian sector, including several years in country management, coordination, or representation roles.
- Strong knowledge of the humanitarian sector and its coordination mechanisms (clusters, donors, humanitarian principles).
- Ideally, experience or strong understanding of Humanitarian Mine Action (HMA), including IMAS standards and national authorities’ functioning.
- Proven experience in opening and structuring humanitarian missions, including registration processes, partnership development, and establishment of administrative/logistics systems.
- Strong knowledge of the humanitarian project cycle (assessment, design, implementation, monitoring, evaluation, capitalisation).
- Command of financial, logistics, and HR management principles in humanitarian contexts.
- Excellent understanding of institutional donors’ procedures (UNMAS, EU, CDCS, DG ECHO, AFD, etc.).
- Good knowledge of security management in volatile environments and crisis response.
Technical skills
- Proven abilities in representation, diplomacy, and negotiation with authorities, donors, and partners.
- Ability to define a country strategy and translate it into operational plans.
- Excellent contextual analysis, monitoring, and strategic decision-making skills.
- Demonstrated leadership in intercultural team management (national and expatriate staff).
- Proficiency in planning tools, budget monitoring, performance management, and reporting.
- Ability to ensure accountability and compliance with internal policies and donor requirements.
- Strong ability to coordinate multiple partners in indirect implementation (localisation approach).
- Excellent writing and analytical skills in French and English (Ukrainian and/or Russian an asset).
- Strong command of office and collaborative tools (Office 365, Teams, SharePoint, etc.).
