Unrestricted Grants for improving Health Equity and reducing Health Disparities among Vulnerable Communities
The Basic Education Quality and Transition (BEQT) activity, also referred to as the Activity, will improve foundational reading, writing, math, and social and emotional skills acquisition for children and youth through the formal education system and will increase the transition rate of students from primary to lower secondary education in targeted rural municipalities of Guatemala. The Activity is planned to be an initial award with a follow-on transition award1 to local subrecipient(s), and as such will aim to strengthen the organizational and technical capacities of local subrecipient(s) to manage funds from USAID or other donors and to sustain key components of the Activity.
The Activity will work with USAID and the MOE to select up to three municipalities in each of the departments. The selection of the municipalities should consider the following factors, especially with regards to marginalized and vulnerable populations such as indigenous groups, girls/women, and youth:
Demonstrated commitment from the municipalities to improve education and learning outcomes;
Dropout rates;
Data on students who have disengaged from the education system or not been reached during the COVID-19 pandemic;
Education outcomes shown at the municipal level in math and reading in previous national or other assessments;
Other key indicators of interest such as irregular out-migration.

USAID intends to award one (1) Cooperative Agreement pursuant to this notice of funding opportunity.
Subject to funding availability and at the discretion of the Agency, USAID intends to provide $30 million in total USAID funding over a five-year period.
Eligibility Criteria
Eligibility for this NOFO is not restricted. All qualified U.S. and non-U.S. organizations (other than those from foreign policy restricted countries) are eligible to apply. USAID welcomes applications from organizations that have not previously received financial assistance from USAID.
Pursuant to the Code of Federal Regulations, it is USAID policy not to award profit under assistance instruments such as Cooperative Agreements, and as such, for-profit organizations must waive profits and/or fees to be eligible to submit an application. Forgone profit does not qualify as cost-share or leverage.
