We World GVC, recently constituted from the merger of two NGOs, is an Italian secular and independent organization working since 1971 in international cooperation and humanitarian aid. Present in 29 countries with 128 projects, We World GVC operates in the following areas of assistance: human rights (gender equality, prevention and combating violence against children and women, migration), humanitarian aid (prevention, emergency relief and rehabilitation), food security, access to water, health and hygiene, education, global citizenship education, quality teaching and international volunteering. We World GVC works mostly with girls, boys, women and youth, actors of change in every community for a fairer and more inclusive world. Supports people overcoming emergencies and guarantees a life with dignity, opportunities and a better future through human and economic development programs, in the framework of the 2030 Agenda. At present, the main donors are Italy (AICS), the EU (DG ECHO), UNICEF, OCHA, and Belgium (DGD).


Job Description

The Development Programme Coordinator will be responsible to coordinate and implement the operations related to WeWorld-GVC development programmes in oPt by incorporating best practices approaches in the delivery of assigned functions. The DPC will be based in the coordination office in Ramallah with frequent missions in operational offices in Hebron, Tubas and Gaza. She/he will be under the direct line management of the Country Representative and working in coordination with the Humanitarian Programme Coordinator, the Finance Manager, Area Managers and Project Managers.

Main tasks and responsibilities

She/he will be responsible for the following:

Operations Support (10%)

  • Coordinate with and, when needed support, the Project Managers in all aspects of finance, administrative, and logistics management of development projects, ensuring knowledge and adherence to applicable operational systems, donor requirements and WeWorld-GVC country strategy
  • Support to prepare and implement SoPs and guidelines, as appropriate and with the Area Managers/Project Managers, to provide for a smooth running of the programmes through standardized procedures and improved support
  • Support the development of work plans and budgets and ensure effective coordination, timely and quality implementation and monitoring of project activities to meet deliverables in accordance with standards, time line, and budgets

Programme Development (45%)

  • Promote and guide needs assessments in identified areas of interest, working with relevant staff/advisors where necessary and develop concept notes/project ideas accordingly
  • Promote a result-based approach and integrates innovative policies and strategies into the design and formulation of country programmes, and projects based on strategic priorities and responsive to the countries’ needs in the areas of interest
  • Facilitate the achievement of programme results by identifying, providing and coordinating substantive and technical inputs into programme development and implementation, ensuring substantive monitoring, oversight and coordination and evaluating the inputs of consultants and technical experts
  • Ensure strong cross-sectoral and programmatic approach in a Humanitarian Development Nexus perspective, departmental coordination between programme and support teams, including field teams, as well as close liaison and timely consultation with HQ
  • Promote knowledge sharing and continuous learning, testing, linking and documenting innovative strategies, approaches, lessons learned and best practices inside and outside WeWorld-GVC and replicating these strategies and approaches. Ensures that country staff integrates WeWorld-GVC substantive policies, methodologies and tools
  • Support in mobilizing co-financing resources for support to the country programmes and projects
  • Conducts substantive policy dialogue with relevant national and international counterparts and other development partners to facilitate the incorporation of WeWorld-GVC’s programmes priorities into national and donors’ plans and strategies, and development framework
  • Formalize and upscale best practices and programmes’ achievements coming from the implementation of projects to relevant stakeholders, feeding, WeWorld-GVC policies and strategies/methods
  • Provide substantive technical support and coordination for the effective management of all WeWorld-GVC outputs including development and implementation of result based workplan, project financial monitoring and budget management
  • Ensure gender, people with disability and age specific needs are included or mainstreamed in all interventions

Representation and advocacy (20%)

  • Represent WeWorld-GVC in the Country in various fora as requested by the CR on programmatic and technical issues
  • According to area of responsibility maintain and strengthen dialogue with PA officials, NGOs, partners, donors and communities to provide knowledge and understanding while ensuring accurate interpretation of the programme/projects objectives and implementation
  • Contribute to the development of a fundraising strategy in line with the WeWorld-GVC strategy
  • Identify additional areas of synergy and cooperation with donors, other NGOs, UN agencies and relevant institutions
  • Provide input to communication materials to promote WeWorld-GVC strategic objectives

Staff Management (10%)

  • Line manages designated staff, including direct supervision and development
  • Assist the Country Representative (CR) in establishing and maintaining collaborative and high performing team and a good working environment
  • Assist the CR with the development and building of an effective team

Quality Management (15%)

  • In conjunction with Area Managers, develop and implement (as applicable) systems to improve transparency and to ensure the best use of WW-GVC assets and resources
  • Regularly assess and provide feedback and recommendations on the quality of the projects and interventions during field visits and at other relevant times
  • Support to oversee the timely and accurate preparation of annual reports as well as interim status reports (as required) to donors
  • Proactively contribute to effective and efficient use of resources across projects including during start-up and closeout of individual projects

Undertake any other assignments as may be required by the CR.


Qualifications and Knowledge:

  • An advanced university degree or equivalent in the field of Social or Political Science, Development Studies, International relations, Project Management
  • Relevant knowledge and experience in good governance are an asset
  • Fluency in written and spoken English
  • Computer skills, in particular MS Word, MS Excel, MS Outlook, MS Project

Professional Experience:

  • At least 5 years of experience working in an international organization, government or relevant organization in development projects

Skills and Abilities:

  • Proven organizational skills and ability to manage effectively multiple tasks while fostering quality, team spirit and positive working relationships with colleagues
  • Ability to think strategically and conceptually and to translate these into concrete results
  • Ability to identify, initiate and maintain good relationships with partner organizations, donors and national authorities including building professional relationships with senior decision-makers and influencers / leaders
  • Strong interpersonal relationships and demonstrated ability to leverage business networks and partnerships for continued growth
  • Ability to work under pressure
  • Demonstrates integrity concerning NGO values and ethical standards
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
  • Treats all people fairly without favoritism
  • Valid and clean driving license

Will constitute a plus:

  • Previous experience in oPt will be considered an asset
  • Knowledge of Italian and/or Arabic would be considered an asset
