In the framework of the second phase of the joint project between the European Union and the Council of Europe “Human Resources Management in Local Self-Governments”, implemented by the Council of Europe in Serbia in partnership with the Ministry of Public Administration and Local Self-Government and the Standing Conference of owns and Municipalities, the Council of Europe is launching the Call for Applications for Grant Awarding.

The aim is to support local self-governments to implement Special Professional Development Programmes accredited by the Serbian National Academy for Public Administration, and improve technical capacities for conducting trainings

The grants will fund projects designed to implement accredited professional development programmes for local government employees and which fall under the responsibility of LSGs. Namely, the grants will be given to those projects aimed at implementing Special Professional Development Programmes (SPDPs).

The Council of Europe is awarding 50 grants to 50 local self-governments in Serbia (cities, municipalities, or city-municipalities), amounting to up to 2.500 Euros each.
The implementation period of the project should start on 3 September 2021 and shall not extend beyond 29 October 2021.

In order to be eligible for a grant, an applicant must:

be legally constituted as a local government unit in the Republic of Serbia;
be entitled to carry out activities described in its project proposal;
have sufficient financial capacity (stable and sufficient sources of funding) to maintain its activity throughout the period for which the grant is awarded and to participate by way of its own resources (including human resources or in-kind contributions);
have sufficient operational and professional capacity, including stafC to carry out activities described in its project proposal;
have a bank account
have developed a Special Professional Development Programme that has been accredited by the National Academy for Public Administration.
