Task description: Project objectives:
Development of digital solutions and strengthening of technical skills for the institutionalization of instruments for protected area management and forestry value chain promotion;
Ethiopia has a consolidated system for the conservation of its biodiversity, including forests, which also helps improve the living conditions of the local population;
The institutions responsible for the management of protected areas and forests at national, regional and local level, together with the private sector and state actors from other sectors, implement a climate-resilient management in selected landscapes in accordance with the interests of the local population.
Lead executing agency : Environment, Forest and Climate Change Commission (EFCCC)
Key Outputs:
1. Institutionalization of piloted management instruments;
2. Participatory protected area management in the landscape approach;
3. Raising environmental awareness of the local population;
4. Alternative financing and management models;
5. Capacity to use forest resources sustainably.
Tasks of Expert 1 – Team leader – 30 months – Addis Ababa (Key Expert):
• Overall responsibility for the advisory packages of the contractor;
• Ensuring the coherence and complementarity of the contractor’s services with other services delivered by the project at local and national level;
• Design, implementation, monitoring and evaluation of capacity development measures for local partners in the following areas organisational/institutional development, natural resource management, protected areas or forestry management;
• Taking cross-cutting themes into consideration (for example, gender equality);
• Staff management, in particular identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting local and international experts;
• Ensuring that monitoring procedures are carried out;
• Regular reporting in accordance with deadlines;
• Responsibility for checking the use of funds and financial planning in consultation with the officer responsible for the commission at GIZ;
• Supporting the officer responsible for the commission in updating and/or adapting the project strategy, in evaluations and in preparing a follow-on phase;
• Maintaining contact with other donors and the German embassy.
Qualifications:
• Education/training (2.1.1): University degree (Master’s) in natural resource management, nature conservation, forestry, ecology, environmental engineering or environmental economy;
• Languages (2.1.2): Knowledge of English, C2 in the Common European Framework of Reference for Languages;
• General professional experience (2.1.3): 20 years of professional experience in project management or coordination in the areas of natural resource management or forestry and involvement of the private sector in the sustainable use of natural resources, of which 15 years as senior advisor/manager;
• Specific professional experience (2.1.4): 10 years of professional experience in advising governmental organization in organizational or institutional development;
• Leadership/management experience (2.1.5): 10 years of management/leadership experience as project team leader or manager in a company;
• Regional experience (2.1.6): 8 years of work experience in Africa (region), of which 5 years in East African countries (country);
• Development cooperation (DC) experience (2.1.7): 10 years of experience working on DC projects including proven training in Capacity WORKS and proven experience in conflict-sensitive planning/do-no-harm approach;
• Other (2.1.8): 5 years of experience in financial management, 5 years of experience in the use of digital solutions or technologies in the context of natural resource, biodiversity or forestry management.
