GGGI Call for Proposals: Strengthening Uganda’s Engagement with Green Climate Fund (GCF)

The National Designated Authority (NDA)- Ministry of Finance Planning and Economic Development (MoFPED) in collaboration with Global Green Growth Institute (GGGI) has launched a call for proposals for Strengthening Uganda’s Engagement with the Green Climate Fund (GCF) through the Development of the GCF Country Programme Project Portfolio (2020-2023).

Government of Uganda places high priority in accessing climate finance to assist in addressing its climate change adaptation and mitigation funding needs as articulated in the Nationally Determined Commitments (NDCs). Uganda’s growing body of policies and strategic plans such as the Vision 2040 strategy and the Second National Development Plan 2015/16- 2019/20 demonstrates the commitment of the Government to ready the country to adapt to and mitigate climate change.
In line with the foregoing, the National Designated Authority (NDA) for GCF is undertaking a two-year Readiness and Preparatory Support Programme (RPSP) in partnership with the Global Green Growth Institute (GGGI). The Readiness program builds on Uganda’s earlier efforts to strengthen its engagement with the GCF with the objective of realizing the following:
Strengthen country capacity by enhancing coordination mechanisms and No Objection Procedure (NOL)following multi-stakeholder input.
Support the NDA to establish a broad-based multi-stakeholder engagement process.
Support direct access accreditation for three (3) nominated Direct Access Entities (DAEs) namely, Kampala Capital City Authority (KCCA), National Environment Management Authority (NEMA) and Uganda Development Bank Ltd (UDBL).
Access to finance through development of concept notes for climate change mitigation and adaptation projects in priority sectors.
Engage the private sector to improve the availability of finance for climate change projects.
Pursuant to Objective Notes (PCNs) from interested organizations/ agencies to:
Identify climate action project investment areas to guide resource mobilization strategies.
Prioritize investment areas(mitigation/adaption) through which Uganda will engage the GCF under its Country Programme.
Provide technical advisory to further strengthen the selected PCNs.
Priority Areas
Energy; Forestry and Wetlands; Agriculture and Livestock; Transport; Water; Health and Infrastructure.
Eligibility Criteria
Public, Private and Civil Society Organizations involved in climate change action(s).
