Project description
The major objective of this assignment is to design a national AI policy including a detailed implementationplan for Rwandawith all relevantstakeholders, which willenable the
mass socio-economic opportunitiesAI systems pose butalso mitigate potentialharms and risks. Specifically, the national AI policy should be designed to serve a set of defined objectives, spanning across domains like research and development, talent development, digital literacy, data access, ethical precautions,innovation and physical/digital infrastructure. The policy should be in line with national SWOT analysis and focus on specific targets.
Tasks :
– Overall responsibility for the implementation of the tasks and deliverables (quality and deadlines)
– Coordinating and ensuring communication with GIZ, partners and others involved in the project
– Personnel management for contractor team
– Regular reporting in accordance with deadlines
Qualifications
Qualifications of the team leader
– Master’s degree in public policy /administration, social science, or a related field
– Good business language skills in English
– 7 years of professional experience in the field of technology / innovation policy
– 3 years of experience in AI and digital policy and regulatory approaches, preferably in a development context
– 5 years of management/leadership experience as project team leader or manager in a company
– 1 year of experience in projects in/with African countries, preferably Rwanda
– 3 years of experience in DC projects and/or technology / AI for development context
– Proven track record of managing multi-stakeholder engagement processes, including civil society, academia, private sector and government
