Project description
The overall objective of the project is to support Group Crédit Agricole du Maroc (GCAM) in one of its mandates, namely the provision of financial and non-financial services to Morocco’s rural population and smallholder farmers – with the goal to improve their level of income generation and consequently their living standards. In order to achieve this aim, the planned project will focus on the following four components: Component A (Groundwork): Set up and lead a network of 20 experienced data collectors who will work in the field to acquire territorial data. Component B (Technical part): The technical part consists of the developing of a (I) cartographic visualization software and analysis tool and (II) a « profitability simulator », which will be developed based on the previous collected 20,000 technical, economic and commercial data sheets. Component C (Training): The training consists of a training program for 2,000 branch managers, credit managers (loan officers) and account managers (client advisers), which will make use of (1) the established database, (2) the profitability cards and (3) the « profitability simulator ». The multiplication within the bank will be managed by CERCAM, which will mobilize a team of internal trainers (GCAM). The training will also reach the target population through financial literacy and business management activities. Component D (Awareness/Marketing): A short image movie (max. 15 min) about the project shall be produced in order to share the project experience of the GCAM-KfW partnership with other countries, particularly in Sub-Saharan Africa. The project’s direct counterpart will be CERCAM, a Study and Research Centre attached to the Crédit Agricole Group in Morocco. The Centre works in particular within the framework of the bank’s public service mission and covers hereby, amongst others, financial and managerial training activities and capacity building projects for the most vulnerable target groups. It has no commercial focus and acts as a non-profit organization.
Job description
The proposed intermittent Team Leader in Morocco will act as a liaison between the initial data collection, the software and mobile app development component and the training and capacity building modules – for both GCAM’s banking staff as well as the rural population (incl. smallholder farmers). S/he will facilitate a smooth and timely implementation of the program, including the initial mobilization of a team of enumerators and data collectors as well as the recruitment of specific expertise through short-term consultants, if needed. The Team Leader will also be responsible for the development and implementation of the training and capacity-building concept for GCAM’s staff members as well as for the rural entrepreneurs. He/she will coordinate with the various technical partner companies, monitor and evaluate the project progress and manage the partner institutions on a regular basis. He/she will be responsible for reporting to the program’s steering committee as well as to the donor organization. He/she will also be responsible for the support of staff working under his/her authority and for the quality and timeliness of their deliverables.
Qualifications
At least a Master’s Degree (university or equivalent institution or a recognised professional qualification) in Economics, Business Management, Agriculture, Agricultural Economics or any relevant field;
In-depth knowledge of agricultural and rural finance, cooperation with agricultural development banks, as evidenced by 10 years recent professional experience (either working for an inclusive financial services provider or delivering direct capacity building to FIs in the last 15 years);
Practical experience and proven track record in organizing and delivering professional bank and/or business development training/coaching programmes in developing countries;
Proven past experience as team leader and/or senior expert/management in donor/DFI financed TA operation projects (with KfW is a plus);
Demonstrated know-how in working with and/or implementing agricultural business model software
Very strong affinity to IT-based and/or web-based agricultural analysis tools
Proven track-record of conducting baseline studies or advanced data gathering assignments
5 years proven experience with institutional and capacity development in the agricultural sector in Africa and, preferably, in the MENA countries;
Full fluency in French and English is required;
Initiative, tact and proven ability to maintain harmonious working relationships in a multicultural setting with good leadership and team spirit;
Strong regional experience as demonstrated by 5 years of relevant international professional experience (based outside the country of origin) of which 2-3 years should have been spent managing TA activities in the MENA region, preferably in Morocco
