Project description
The overall objective of the Technical Assistance is to transform Ethiopia’s economic structure towards a climate resilient and green economy. The contractor will be requested to provide technical assistance to the relevant institutions of the Government of Ethiopia in the implementation of the Climate Change Sector Reform Performance Contract. Three main institutions are in the focus of this TA project: Environment, Forest and Climate Change Commission (EFCCC), Ministry of Trade and Industry (MoTI) and Ministry of Finance (MoF).
Indicatively areas of intervention will focus on:
Public Financial Management (PFM), aiming at supporting the implementation of a climate change budget tracking and an overall support on the preparation of required documents to be submitted to the EU Delegation for disbursements.
Improve the National Measurement Reporting Verification (MRV) system in place especially through providing technical support to the climate change units in a number of government ministries and agencies who are responsible for the MRV’s data collection;
Support Policy dialogue: the main topics of the policy dialogue will related to Environmental Impact Assessment, Land use policy and land use plan, efficient use of energy in the industrial sector and possible fuel shift for the cement sector;
Job description
The Team Leader will facilitate a smooth and timely implementation of the programme including the mobilisation of ad hoc expertise for short term assignments if needed. He/she will initiate, facilitate and monitor the change processes supported under the three results areas. He/she will be responsible for reporting to the programme management bodies and for the PSC Secretariat. He/she will also be responsible for the support of staff working under his/her authority and for the quality and timeliness of their deliverables.
His/her support will be key in the policy dialogue activities.
Qualifications
Advanced university degree (minimum Master Degree or equivalent) in economics, environment or climate change (or equivalent scientific fields);
Proficiency in English (oral and written).
 General professional experience
A minimum of 15 years of professional experience in Public Finance Management or climate change or environment, project/policy implementation and/or assessment;
Experience as Team Leader gained in at least 3 projects covering a total period of no less than 3 years in the public or private sector and performing quality control.
Specific professional experience
At least 2 years of experience working in the developing countries; specific experience in Ethiopia will be an asset;
A minimum of 3 years of professional experience working within a ministry or any public entity, gained in at least one of the following fields (preferably more than one field);
Climate change policy formulation, review and/or analysis;
Sector financial planning and budgeting (annual and medium term);
Designing, implementing and ensuring quality capacity development at institutional level;
Data collection, monitoring and evaluation systems;
Demonstrating knowledge in EU Budget Support operations would be an asset.
