Project description
The SKYE project is aimed at improving employment and income opportunities for Nigerian young people. To achieve this, the project follows an integrated approach to employment promotion. Measures on the supply side of the labour market (promotion of vocational training) are combined with measures on the demand side (development of the private sector, especially micro, small and medium-sized enterprises, MSMEs) and with interventions in the area of employment services (job placement / matching, career counselling / guidance and labour market information). The project focuses on employment-intensive sectors (f.i. construction and agriculture).
The contractor delivers services (Work Packages – WP) in the following fields of intervention:
Work Package 1: Developing and implementing competency-based Agricultural / Agri- Processing National Occupational Standards and related vocational programmes for selected value chains.
Work Package 2: Employment and Labour Market Analyses & related Capacity Development of stakeholders
Work Package 3: Development and dissemination of ICT platform-based TVET promotion tools and campaigns
Work Package 4: Further development, implementation, and coaching, monitoring and evaluation of Active Labour Market Measures for labour market (re-) integration.
Work Package 5: Management, Quality Assurance, M&E and Visibility related to implementation of Work Packages 1 – 4
Job description
Advisory services and capacity development for stakeholders on: Value Chain mapping for skills gap analyses; standard development; Training of Teachers / Trainers; Curriculum; Teaching Learning Material Development for agricultural / agro-processing occupational profiles (f.i. related to tomato, chillies, ginger, potato, vegetable, cassava, fruit-bearing tree value chains).
Qualifications
Education/training: Post-graduate university qualification (Master’s Degree) in agriculture / agro-processing, vocational education, economics
Language: Very good language skills in English, good language skills in more than one other local language will be an asset
General professional experience : At least 5 years of experience in the agriculture / agro-processing sector
Specific professional experience: 2 years of professional experience in vocational (secondary / tertiary) education in the field of agriculture / agro-processing,
Regional experience: Nigeria, at least 2 years of experience in Plateau State.
Development Cooperation (DC) experience: At least 6 years of experience in DC
Other: experience with competency-based training, knowledge of Federal and State level policies and regulation on Vocational Education and Labour Market, including expertise in the field of Migration
