Project descriptionThe programme will enhance the capacity of the public and private sector in Mozambique to realise the benefits of the SADC – EU Economic Partnership Agreement (EPA) by improving the country’s environment for trade and business and raising awareness of EPA opportunities among the private sector and other non-state actors.The first component of the programme is to improve Government’s capacity to coordinate and implement the EU-SADC EPA and WTO trade facilitation reforms. Technical assistance and capacity building will be provided to strengthen the capacity of the Ministry of Industry and Commerce to oversee and coordinate EPA implementation as well as participate in the ongoing EPA process, including discussions on services negotiations. The component will also directly support implementation of customs reforms, working with key stakeholders such as the Revenue Authority and the Customs administration.A second component of the programme will enhance EPA awareness among various stakeholders such as private sector, business associations and non-state actors. It will also build the capacity of the private sector and non-state actors to participate in the monitoring of the EPA, including ensuring a stronger voice for women in trade issues.
QualificationsQualifications and skills :Preferably, a Masters’ degree in Law, Economics, Customs Administration, Business Administration. International Trade or Tax Law or similar discipline of relevance to the assignment. In the absence of a master’s degree, professional experience of at least 10 years in the sector(s) directly related to this assignment;Fluency in English. Proficiency in Portuguese will be considered as an asset.
General professional experience :Preferably, 10 years’ professional experience in the field of regional integration, customs and customs reforms or equivalent sectors.
Specific professional experience :Preferably, 7 years working experience in Customs Administration and Trade Facilitation;Preferably, 5 years working experience with Customs/trade, border agencies, such as Customs Authorities, Tax Authorities and/or Port Authorities;Proven experience on providing training for capacity building to government institutions such as Customs Authorities and Tax Authorities;Preferably. Professional experience in facilitating stakeholder dialogues;Familiarity with EU-SADC EPA and WTO trade facilitation reforms;Working experience in SADC countries will be considered an advantage.
