JOB TITLE: French speaking Implementation Manager for GEMS Mobile PIM Global Roll-out
TYPE OF CONTRACT: Consultancy

DURATION: 6 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

As an outcome of the Cost Excellence review carried out in 2016 and in the light of the new Corporate Priorities (Digital Transformation and Simplification), several innovative projects are being carried out by the Administration and Travel Branch of the Management Services Division (RMMA) to transform Asset, Light Vehicle (LV) Fleet Management and Travel.

Some key streamlining initiatives have already been initiated to reduce amount of unused/obsolete assets (global clean-up), simplify processes of asset recording, transfer, physical count, reconciliation and improve quality of asset data in GEMS (Global Equipment Management System – a SAP PL/M module). This automation and digitalization will lead to the reducing of the workload for Country Offices. The objective is also to improve Customer Service offered to WFP colleagues globally as well as to be ready to offer an improved range of Services to other UN Agencies. Amongst these initiatives, as stated in recent internal audit report on WFP Asset Management, critical ones are the Global Roll-out of the GEMS Mobile app and Physical Inventory Module solution, as well as the Implementation of a new organizational framework aimed at de-centralizing Asset Management.

GEMS Mobile Global Roll-out started in 2018 and will continue in 2019. The rollout follows a cascaded regional approach and focuses on the usage of GEMS Mobile for the physical count, with subsequent added features to use GEMS Mobile for the day-to-day management of assets, also during emergencies. The transition to a day-to-day management of assets with GEMS Mobile will require a de-centralized approach of asset management in the country as well, with selected focal points across different divisions (admin, ICT, logistics) being trained on basic processes in GEMS and GEMS Mobile. The de-centralized approach aims at a constant correct asset database, improving both efficiency and transparency.

Overall, the incumbent will be responsible for:

• Planning and delivering regional ToT trainings for selected LPEs and additional facilitation for training in country offices, if needed
• In-country support for physical count preparations together with CO admin focal point and manage overall in-country implementation of GEMS Mobile
• Conduct in-country change management activities to implement the decentralized asset management framework with GEMS Mobile and GEMS where necessary

This position reports to the GEMS Mobile Project manager, is based in Dakar and will imply several long missions to various CO to manage in-country implementation (min. 3 missions of min. 7 weeks each).

ACCOUNTABILITIES/RESPONSIBILITIES:

Specifically, the consultant will have the following responsibilities:

• Trainer
o Ensure that selected LPEs are trained on both GEMS Mobile and EMD and fully equipped to train end users in their respective country office
o Conduct GEMS training (when applicable) to allow for implementation of decentralization of Asset Management Framework
o Support general issue resolution and data management in the SAP training environment during the execution of training. Escalate issues with SAP training environment with IT
o Provide timely and detailed information about progress of training, attendance and user’s feedback to Training coordinator
o Complete standard trainee evaluation forms to support country readiness evaluation for GEMS Mobile rollout and provide timely information to training manager
o Provide feedback for lesson learned exercise

• In-country Implementation Manager
o Analyse CO asset management data and revise asset management practices to define a customized project plan and rollout schedule suitable for the CO context and available resources
o Liaise with CO management to ensure championship for the implementation of relevant change activities aiming at sustainable improvements in asset management practices (e.g. decentralized approach for asset management)
o Guide the CO admin officers on all PI preparation activities and liaise with LPEs on timely execution
o Assess go-live readiness and provide timely information to GEMS Mobile Project Manager (such assessment includes a training success perspective, but also takes into account CO management support, completion of count preparation activities, adequate staffing etc.)
o Provide 1st level support to LPEs and 2nd level support to end users during the preparations, count and reconciliation
o Provide professional leadership, work direction and support to staff appointed to support the in-country roll-out
o Plan and track progress of implementation activities and periodically report status to GEMS Mobile PIM Project Manager
o Identify, analyse and document roll out related risks and issues, formulate and implement mitigation/resolution plans, liaise with Project Manager for escalation

Requirements:

• Experience in system implementations, preferably SAP technology, in an international context
• Strong analytical skills, ability to understand complex data dependencies and experience in analysing and solving technical issues
• Awareness of adult learning theories, modern learning concepts and best practices in learning
• Expert understanding and confident usage of Mobile technologies
• Experience in similar training management role, preferably in WFP Regional / Country Office
• Excellent oral, written, editing and presentation skills: Communicates sensitively, effectively and creatively across different stakeholder groups
• Very strong organizational, planning and team management skills
• Demonstrated willingness to be flexible and adaptable to changing priorities
• Proven ability to work effectively both independently and in a team-based environment. Contribute to the creation of an information-sharing environment, collaborate and cooperate with all team members even when located remotely
• Interacts effectively with all levels of the organization, including senior management
• Advanced knowledge in general asset management and GEMS is a plus

DELIVERABLES AT THE END OF THE CONTRACT:

• LPEs fully trained and equipped to complete GEMS Mobile roll-out and the yearly Physical Inventory in the COs assigned to the incumbent across the 6 regional offices
• In-country road-map approved and actioned to move to a decentralized asset management framework (for relevant COs)

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advanced university degree in Human Resources Management, Capability Development, Adult Education, Public or Business Administration Management, or any other relevant field. In alternative, a First University degree with additional years of related work experience or training /courses.

Experience:

• 4 years minimum of work experience in Human Resources, Capability Development or IT system implementations
• Experience in global change management / transformation projects

Knowledge & Skills:

• Extensive proficiency in MS Office (Word, Excel, Power Point, Outlook)
• Knowledge about WFP corporate collaborative tools such as SharePoint and JIRA

Languages: Fluency (level C) in English and French is essential. Intermediate knowledge (level B) of another official UN language – Arabic, Chinese, Russian, Spanish – and/or WFP’s working language, Portuguese is desiderable.
