Funding Opportunity: Supporting Citizen Facing Institutions During the State of Exception (El Salvador)

The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to support to citizen-facing entities such as ISNA and CONNA during El Salvador’s State of Exception with urgent needs.

Objectives

Provide support to the Salvadoran Institute for Child and Adolescent Development (ISNA) to carry out their basic functions. ISNA is responsible for protecting the rights of vulnerable youth and of juvenile offenders.
Provide support to the National Council on Childhood and Adolescence (CONNA) to carry out their basic functions. CONNA is the governing institution that oversees and defends the rights of youth and children, including overseeing the implementation of El Salvador’s National Protection Policy.
Goals: The goal of this project is to strengthen El Salvador’s criminal justice system to support stable, rights respecting partners. The desired end state of the project is one in which public institutions carry out their respective mandates on behalf of detainees and vulnerable citizens.

Project Vision: This project is working towards strengthening the set of public institutions whose mandate includes protecting the human rights of detainees and other vulnerable members of society impacted by the state of exception. Those institutions will be able to carry out their basic duties to protect human rights considering the higher burden created by the high number of detentions.

Length of performance period: 2 months
Anticipated program start date: July 15th , 2022
Number of awards anticipated: 1 award
Award amounts: award may range from a minimum of $50,000 to a maximum of $100,000
Total available funding: $100,000
Activities

Develop a baseline assessment of needs by each institution, including identification of basic and emergency supplies and materials needed to carry out each institution’s mission.
Provision of services and supplies to the institutions.
Participants and Audiences

The intended audiences for this project are the personnel of the named institutions.
Emergency supplies and services will be used to support vulnerable persons impacted by the detentions under the state of exception, focusing on detained women, detained children and adolescents, detained persons with disabilities, and family members and other persons who are dependent on detained persons.
The implementer may also identify opportunities to support other vulnerable persons such as LGBTQI+ persons, or racial, ethnic, and religious minorities who face increased risks because of the state of exception.

U.S.-based non-profit/non-governmental organizations (NGOs);
U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code;
Foreign-based non-profits/non-governmental organizations (NGOs);
Foreign-based educational institutions
