Mission Context

Country context

Mozambique is experiencing its worst food insecurity emergency since the 2015/16 drought, with a high number of households in need of emergency assistance. This is the result of multiple shocks, including tropical cyclones IDAI and Kenneth with associated torrential rainfall, severe flooding, and drought in southern semi‐arid areas. These shocks have significantly impacted crop production across the country as well as livelihoods, specifically in cyclone‐affected areas. Poor households are expected to continue facing crisis food security outcomes.

The French Red Cross (FRC)‐PIROI in Mozambique

The French Red Cross has directed the PIROI regional programme since 2000, a programme which aims to “reduce the impact of disasters and the effects of climate change on the populations of the south‐west Indian Ocean” through disaster risk awareness, prevention, preparedness, and response.

Responsabilities

JOB PURPOSE

Reporting to the Head of Delegation, the coordinator ensures sound administrative, HR, financial and logistical management of the Delegation and participates in applying and implementing FRC and funding agencies’ procedures as well as in supporting and building the capacity of the National Society.

RESPONSIBILITIES

I ‐ HR, administrative and financial responsibilities:

  • Administrative management of the Delegation’s national and expatriate human resources in partnership with Mozambique Red Cross (CVM)
  • Financial management of the Delegation
  • Accounting and cash management of the Delegation
  • Internal and external reporting
  • Team supervision
  • Supervision and capacity building of national and National Society staff

II – Logistics responsibilities:

  • Supply chain management
  • Management and maintenance of equipment
  • Renovations/buildings
  • Safety management role

Chain of hierarchy

  • Reporting directly to the Head of Delegation
  • Responsible for the Delegation’s administrative and logistics team (managing admin/fin and logistician directly; base admin., base logistician and drivers indirectly)

Operational guidelines

The Support Coordinator works in close cooperation with the project manager and PIROI’s administrative, financial, and logistical coordinators as well as the reference units of FRC head office.

Expériences / Formation

Your profile

  • Training in international solidarity management or administrative and financial management or logistics management
  • Minimum 2 years’ experience in the support management of an international solidarity mission or project
  • Experience in capacity building and overseeing team management of international solidarity projects
  • Knowledge of funding agency procedures such as those of the French Development Agency and the EU
  • Experience as part of a French Red Cross mission
  • Fluency in English (oral and written) is essential
  • Strong IT skills (Excel) and SAGA
  • Driving licence
  • Fluency in Portuguese and/or Spanish would be a plus

  • Length of assignment: 12 months
