Tdh:

Terre des hommes Foundation (Tdh) is the leading Swiss child relief organization, based in Lausanne (Switzerland). Every year our projects support more than 2 million children (3 million in 2016) and their families in over 35 countries. We are part of the Terre des hommes International Federation (TDHIF), with 9 other sister organizations in Switzerland, Europe and Canada.

Terre des hommes-Lausanne is implementing one of West-Africa’s largest digital Health project. We have developed the Integrated eDiagnostic Approach (leDA) which combines the use of digital solutions and quality improvement methodologies in Burkina since 2010, in Mali since 2016 and since very recently in Niger. ln Burkina Faso, IeDA covers 40 % of the PHCs of the country and will soon cover 62%. By the end of 2020, the handover process of the existing tools and approaches to the Ministry oh Health will be completed and Tdh will keep develop new tools with the vision that the REC (Registre Electronique de Consultation) is the patient file for all patients, thanks to the digitization of other medical protocols and checklists.

Indeed, IeDA started its digital journey by digitizing the WHO IMCI (integrated Management of Childhood Disease) protocol and quickly expanded to other protocols and checklists, for epidemiological surveillance and maternity-related activities (ANC, child delivery, PNC) and family planning. Next year, point of care testing and innovative medical devices will be added in some of the PHCs in Burkina Faso.  An electronic medical record as well as a facility-based stock management application will also be tested. IeDA benefits from multiple partnerships including one on big data with Cloudera and UNIGE.

IeDA won the ODESS prize in July 2019 from the Pierre Fabre foundation e health observatory.

IeDA is currently supported by the Global Fund, GIZ, Bill and Melinda Gates Foundation, SDC and ITU.

 

Context:

Terre des hommes is looking for a highly motivated professional with an excellent technical background, product management and strategic abilities. The technological Coordinator has the overall oversight and responsibility of implementing the entire technological components of the project, from the health facilities in rural areas to the central level of the Ministry of Health in the countries where IeDA is implemented in Africa. You are part of the regional health team based in Dakar and interact with colleagues implementing IeDA in Africa.

 

Responsibilities:

  • As the IeDA Technological Coordinator for Africa, under the line management of the Health Program Manager for Africa, you will have a decisive role in the success of the project;
  • You will work with our technological partner Dimagi to draft and implement the knowledge transfer and capacity building strategy towards the central level of the Ministry of Your goal will be ensuring that all the appropriate directions of the MoH are able to administer and operate the set of technological tools at scale;
  • You will design, build and maintain data products (with the support of Dimagi) based on the data generated by the mobile These products (ex. dashboards) will provide an overview of the usage of the technology and its impact on the field and help the communication efforts to tell compelling data-driven staries;
  • You will have the responsibility to product our technology deployment package (hardware, mobile tools, data dashboards, standard operating procedures) to ensure customization and replicability in other Terre des hommes countries of intervention;
  • As the focal point for the mobile health technologies in the region you will be expected to travel to other Terre des hommes fields of operation to support the implementation of the leDA approach in collaboration with the regional health You will also participate to the elaboration of the global innovation strategy of Terre des hommes in which technology has a central role.

 

Profile:

  • Bachelor’s degree or higher in computer science or strong experience in technology;
  • At least 5 years of experience managing ICT4D projects;
  • A substantial experience in complex digital solutions (for instance related to case management);
  • Excellent technical skills / up to date in web and mobile technologies;
  • Excellent communicator and proven ability to share complex concepts with non-technical decision makers;
  • Fluent in both French and English;
  • Experience in training and capacity building;
  • Experience using the CommCare platform is an asset;
  • Experience in digital health is an asset;
  • Experience working with DHIS2 is an asset;
  • Experience working in data driven projects and data science tools (R, SPSS, Stata, etc.).

Please be advised that living conditions in the field (volatile security context, basic living conditions, shared showers/toilets, curfew, restriction of movements, etc.) can be challenging and although Tdh does the necessary to ensure security and wellbeing of the staff, people used to a certain level of comfort might not feel at ease in the field.

 

Salary:

Expatriate contract under Swiss labor code 3’800 CHF (~3’300 €) < > 5’200 CHF (~4’500 €) net /month according to experience x 13.

Holidays: 25 days per year. Local accommodation and transportation, health insurance, accident and medical repatriation insurance, return flight.

Duration: 12 months, extension depending on funding.
