Project Description

FHI 360 is seeking applications for the position of Senior Strategic Information Advisor for the Meeting Targets and Maintaining Epidemic Control (EpiC) project in Senegal. EpiC is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). The project provides strategic technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, treatment programming and viral load (VL) suppression among key populations (KPs) and priority populations (PPs). In Senegal, EpiC will work in multiple regions to provide HIV services among KPs and PPs in Senegal and build capacity of local, community-based KP organizations and work closely with the Senegalese government and key stakeholders to deliver HIV services tailored to the needs of KPs.

Job Description

The EpiC Senegal Senior SI Advisor will lead monitoring, evaluation and learning (MEL) for the EpiC Senegal project under the supervision of the Project Director (PD) and technical oversight of the EpiC HQ Director-Strategic Information. S/he will be the lead technical expert responsible for all strategic information responsibilities related to the program, including all monitoring, evaluation, analytics, and reporting of performance and results as required and compliance with PEPFAR reporting guidance. The Senior SI Advisor will work closely with the project leadership and country-level SI teams in designing of operations research activities (as may be required), data quality assessment and efforts for using data for decision making and reporting. S/he will work across technical teams to provide consistent guidance, advice and/or training on appropriate results frameworks and knowledge management practices for the project and its strategies. Given the heavy emphasis on electronic systems for point-of-care data collection and the use of DHIS2 for data management, the Senior SI Advisor will need to have an appropriate mix of skills to manage DHIS2. This position will be based in Dakar, Senegal and report to the Project Director.

Position Description

  • Provides technical leadership for monitoring and evaluation to implement high-quality care, treatment and support activities with a primary focus on the technical areas of M&E for HIV/AIDS programs including logistics; data collection; validation; and reporting for prevention, HIV testing and counseling (HTS), antiretroviral therapy (ART), pre-exposure prophylaxis (PrEP), HIV self-testing (HIVST), facility and community-level supervision etc.
  • Oversees compilation of M&E data for inclusion in monthly High Frequency Reporting (HFR), quarterly reports and other ad hoc reporting requests.
  • Organizes data systems and flow to ensure that data is properly channeled from civil society organizations (CSO) partners, health facilities and the country office up to headquarters (HQ) office level.
  • Reviews and/or writes M&E plans, papers, and reports and ensures their accuracy and appropriateness by analyzing and interpreting project information and data throughout the project lifecycle by articulating findings and their relationship to broader project strategies.
  • Clearly communicates complex data driven technical analyses to diverse audiences and provides supportive supervision to establish statistical standards and ensure consistency and conformity of database management across teams and overall project.
  • Develops and supports continuous quality improvement systems across countries to ensure ongoing program improvement and reaching of targets.
  • Ensures supporting documentation is maintained and reported to FHI 360 HQ, USAID/PEPFAR and in DATIM.
  • Conducts training sessions on FHI 360 and USAID’s Data Quality Assessment (DQA) processes and tools to ensure standard requirements are met.
  • Leads efforts to strengthen monitoring and evaluation, and performance reporting within region, which may include working with program stakeholders and partners to monitor, document and analyze the performance of their HIV services and activities and ensure data quality.
  • Supervise and mentor junior members of the Strategic Information country team to ensure data quality, strong strategic information analysis, timely reporting and good team-work.
  • Work closely with the technical team and local CSO partners to ensure that data is captured, cleaned, verified, and entered correctly into the project management information system.
  • Support capacity building of local partners and national counterparts for design and implementation of data collection and management tools.
  • Conduct monitoring visits to project sites including local partners and health facilities, conduct DQAs using official tools, and provide supportive supervision at sites.
  • Leads in developing and regular submission of reports per contract agreement and end of week reports.
    Communicates with internal and external partners and articulate their data/information needs and leverages both remote and on-site technologies to facilitate collection, analysis, creation, and dissemination of knowledge products.
  • Strengthens knowledge management for the project’s performance measurement systems to better monitor performance against operational priorities and advance the strategic interests of the organization.

Minimum Qualifications

  • Master’s Degree or higher in public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics, statistics, analytics or other relevant discipline.
  • Minimum eight (8) years working on designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and analyzing data to support performance improvement of programs funded by PEPFAR. Experience working on M&E of community-based key populations programs is preferred.
  • Demonstrated expertise in data analysis, managing online databases to ensure easy access to data and data reports; experience in Tableau or Power BI preferred.
  • Previous experience working with USAID or PEPFAR supported program.
  • Demonstrated ability to perform complex data analytics utilizing Microsoft Excel, STATA, Epi Info; and/or software.
  • Demonstrated ability to perform complex data analyses and make recommendations based on findings.
  • Demonstrated ability to portray complex data sets in easy to understand formats including visualizations.
  • Demonstrated working knowledge of the Senegalese health and social service information systems and monitoring and evaluation processes as it relates to data collection for performance-based reporting.
  • Previous experience building capacity for generation and use of strategic information.
  • Must be able to read, write, and speak fluent English and French.
  • Previous experience working in multiple regions in Senegal preferred.

Travel Requirements

30% domestic travel
