Organizational Setting
FAO’s Subregional Office for Eastern Africa, (SFE) is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing subregional food, agriculture and rural development priorities. It develops and maintains relations with subregion-wide institutions including Regional Economic Integration Organizations (REIOs). It assists the FAO Representations (FAORs) in the subregion with addressing subregional food security, agriculture and rural development issues at country level. The Subregional Office is a subsidiary of FAO’s Regional Office for Africa (RAF). FAO, through two Transversal Projects, coordinates, supports and consolidates the implementation of the EU Land Governance Programme which supports 18 individual country level projects in Africa, Asia and Latin America, all of which address tenure issues within the framework of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT) and for projects in Africa the Framework and Guidelines on Land Policy in Africa (F&G).
The post is located in Addis Ababa, Ethiopia.
Reporting Lines
The Web Manager will work under the overall guidance of the Sub-regional Coordinator of the FAO Sub-regional Office for Eastern Africa (SFE), and the direct supervision of the Land Tenure Officer responsible for the European Union (EU) Land Governance Programme Transversal Component.
Technical Focus
Provide technical support for the Web-based Knowledge Management Platform for the projects Support to and Capitalization on the EU Land Governance Programme in Africa’ (GCP/GLO/539/EC) and ‘Support to and Capitalization on the EU Land Governance Programme’ (GCP/INT/696/EC) which seek the integrated implementation of the VGGT and the F&G at country, transversal and Pan-African levels.
Tasks and responsibilities
Ensure the continuous and effective functioning of the Knowledge Management platform.
The key tasks to be performed include:
• Keep content of the platform up to date, upload new materials, track and report on platform usage and views or hits;
• Monitor and respond to platform contributions and feedback related to the projects at the Pan-African, Transversal and in-country levels;
• Support the use and implementation of the platform for knowledge sharing and services, monitoring and evaluating their success; strengthen experience and knowledge sharing processes between the Pan African, Transversal and in country projects;
• Support and make inputs into development of the ALPC webpage of the KMP so as to ensure harmony with webpage of the EU Land Governance Programme
• Provide support on knowledge products and knowledge sharing tools to users of the platform;
• Provide support for use of e-learning modules for land governance on the platform;
• Participate in professional training and capacity development activities, particularly in events related to the programmes’ outputs so as to develop capacity and knowledge in these areas;
• Provide on-line assistance and responses to queries on the use of the platform;
• Train key project implementers in the country-level projects in the use of the system;
• Facilitate a rollout of the system to other stakeholders through demonstrations, presentations, training documentation and training workshops;
• Ensure the quality of material posted on the platform, (Consolidated Replies, e-discussion summaries, Updates, Newsletters etc.);
• Support experts in arranging and moderating the community of practice;
• Support the organization of capitalization meetings for the transversal component of the Project; and
• The incumbent will also provide support to the SFE ICT unit working under the direct supervision of the ICT Support officer.
• Perform other related duties, as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • University degree in Computer Science, Information Technology or a closely related field
• Five years of relevant experience in web and portal management, knowledge management. Knowledge of Drupal web development tool is desirable
• Advanced Information Security Certificate (available at https://training.dss.un.org/course/category/4 or equivalent)
• Language: Excellent knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian is an asset.

Selection Criteria: Technical/Functional Skills
• Work experience in more than one area of work;
• Extent and relevance of experience in computer science, information and communication technology;
• Extent and relevance of experience in web and portal management;
• Extent of understanding of the internet and its uses as a knowledge management (KM) tool;
• Familiarity with Drupal web development tool;
• Demonstrated Knowledge Management (KM) and web administration skills;
• Ability to clearly communicate in English (Oral and written communication skills).
