Organizational
The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist Governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
Reporting Lines
 The incumbent will work under the direct supervision of the Strategy and Resource Planning Officer.
Technical Focus
Capable of working under pressure in a multitasking position.
Ability to work in a multicultural environment.
Good experience in the usage of computers and office software packages (MS Word, Excel, etc.);
 Tasks and responsibilities
Provide guidance and support to project task force (PTF) in formulation, budget preparation in line with donor requirement and FAO cooperate policies. Coordinate processes of getting the required clearance in accordance to FAO regulations e.g. (LTO, LEG, Operational, CSFE, OCC, and TCE/TCR and budget holder clearances).
Ensure routine management action are undertaken to have the approved budget uploaded in FPMIS and turned operationally active.
Plan/initiate the oversight process and develop the tools necessary to help decision makers abreast of project/programme issues and in order to help management to maintain project scope. Provide proactive identification of project constraints and facilitate in providing the corrective action in adding insights into issues of prioritization and resolution.
Develop, adapts and implements relevant resource budget planning tools relating to babies for project activities, field office hub, running cost activities, staffing and Mandatory costs.
Prepare analytical reports on program/project for the management i.e. programme delivery, Portfolio update and donor specific reports.
Produce project budget reports based on available budgets by projects and overall portfolio.
Perform budget monitoring on emphasis on over and expenditure, donor constraints for earmarking findings, timing of commitments and expenditures and identify the need for and execute back charges/journal vouchers for erroneous posting.
Assist processing budget revision by preparing and processing budget adjustments, which require reflecting the changes in the work plan or in the implementation time line, exchange rate variation, costing factor, prioritization factor etc. The revised budget remains basis of decision-making. Once the revised budget is internally approved and endorsed by the donor, processing the changes in FPMIS as per FAO PCM procedure.
Maintain FPMIS project information up to date (Budget, reports, other project relevant information). Upload delivery estimates in FPMIS.
Perform other related duties as required.
Minimum Requirements
 Bachelor’s degree in Business Administration specialising in Finance and Management is required. Additional technical training in the field of accounts/finance is desirable.
 Good computer skills (Microsoft Office Windows applications), proficiency in MS Excel and knowledge of accounting software required.
National of South Sudan
Working knowledge (level C) of the FAO official language used for communication within the country (English) and working knowledge of the most widely used local language.
