Organizational Setting
 The Resident Engineer shall supervise the execution of the contract signed between FAO and the selected contractor for the Rehabilitation of laboratories at veterinary clinic under project GCP/MOZ/126/USA. The assignment of the resident engineer will be to draft the executive project and ensure the contractor’s compliance with the project specifications and materials, building standards, budget control and timely implementation of the project. The Engineer will be the technical supervisor and advisor regarding the construction/ rehabilitation of the laboratories.
 Reporting Lines
 Reports to: Serafina Mangana, Project coordinator
Coordinates activities with IIAM focal point for rehabilitation work.
Technical Focus
The technical focus is to supervise and report on the rehabilitation of laboratories at IIAM facilities guaranteeing a quality construction work, on-time- delivery and on budget. The consultant will manage 30 person-days over the construction period to accompany and supervise the work.
Tasks and responsibilities
 Agree on the programme of building work with contractor and engineers to ensure that there is complete understanding of what is required;
Carry out tests of samples of materials and supplies and verify workmanship, as may be considered necessary at the cost of the contractor in order to ensure their compliance with the relevant specifications and standards;
Regularly inspect work in progress to ensure compliance with design specifications, required materials, construction standards and timeliness;
Maintain records of all excavations, foundations and other work that will be hidden by subsequent construction;
Verify the work performed, progress made and certify the invoices submitted by the contractor in accordance;
Evaluate and verify changes to the original project and if necessary consult and agree to their approval in coordination with the architect;
Monitor the quality of the work, its progress, and ensure proper execution and completion of the terms of the contract;
Monitor health and safety standards on project site and ensuring that they are adhered to by all construction personnel;
Maintain FAO informed at all times about the standard of constructions work carried out, recording and reporting any problems and significant delays faced by the project;
Organize site meetings regularly, at least every 07 days or more often as the situation requires, as well as preparing site diary and report on meetings and work progress fortnightly;
Provide monthly reports to FAO on progress made, including referenced digital photos and bringing to their attention any issues that need immediate attention;
Approve in writing extensions of the times for completion of the works except if they are caused by circumstances for which, in the opinion of the Resident Engineer, the contractor is responsible;
Explain, adjust and modify in case of ambiguities or discrepancies and in coordination with the Architect the specifications and the relevant drawings of the works, provided that this shall not result in any additional cost to the Organization;
Ensure and certify the conformity of the “as built” drawings with the original project drawings and specifications;
Determine the amount(s) of liquidated damages, if any, and deduct them from any of the contractor’s invoices due for payment;
Certify the completion of works and defects liability period;
Perform any other duties inherent to their function to ensure the proper execution of the work;

 Minimum Requirements
Advanced university degree/ University degree/technical diploma practice as a Civil Engineer or Architect in the country
Five years of professional experience in building construction
Five (5) years’ experience in building supervision
No conflict of interest with the contractor selected by FAO or direct financial interest which would impair an objective assessment of performance

Extent and relevance of experience in similar jobs, of overseeing or/and supervising construction work;
Experience in managing contractors and engineers
Familiarity with recording of a rehabilitation to have documents, plants, photos etc.to be used in the future;
Good communication skills are essential, both verbal and written, with excellent command of Portuguese and English
Ability to prepare technical reports
Ability to use computer facilities and equipment
