Organizational SettingThe main aim of the FAO country offices, which are headed by an FAO representatives, is to assistant governments to develop policies , programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.
The FAO Representation in South Sudan is organizes in three main units: programme, Operations and administration. The current portfolio of projects in South Sudan includes activities related to agriculture (crop), livestock, Fisheries, Natural Resource management, food information systems is implemented with humanitarian, transitional and development funding. The incumbent will contribute to the country’s programme and portfolio as foreseen in the project he/she will coordinate and be assigned.
Reporting Lines
Reports to the Chief Technical Adviser.
Technical Focus• Before the commencement of the consultancy, submit an inception report which outlines the scope of work, detailed work and action plans and discuss with PRO-SRVP-PSU, the Project Technical Advisory Committee (PTAC) and the Under Secretary of MoAFS;
• Review/inventory and document previous strategic reserve studies in S. Sudan;• Recommend practical steps in establishing a sustainable Strategic Reserve system for the country.
Tasks and responsibilities• Conduct a review of policies, legal frameworks, programmes and investments relevant to Food Security Council and its functionalities to identify major gaps/bottlenecks;
• Based on the review, define priorities for institutional structure reformulation and investments priorities;• Carry out a critical analysis of the coordination modalities of these initiatives and identifying the existing gaps for improvement;• Support the PRO-SRVP PSU team in creating the required multi-sectoral and multi-institutional food security framework;• In consultation with the PRO-SRVP team and based on the Ministerial decree of food security institutional setup, draft the roles and responsibilities of each participating ministry/ department and revise the TOR of different units of the FSTS, and also draft the accountability mechanisms built in so that participating members are held account to these roles;• Facilitate the reestablishment of the Technical Advisory Committee, inter-ministerial advisory and working group and revise the role of the Food Security Council and initiate first meeting;• In consultation with the Under Secretary of MoAF, and Under Secretaries and directors of different line ministries, nominate/appoint members of the advisory group and working groups;• In collaboration with the Policy advisor of the European Union and the PRO-SRVP team, work on selected food security policy brief documents or advisory and make presentations to the selected forum as organized by the PRO-SRVP team;• Support the organization of workshop to end users and decision makers to a technical discussion forum, which will be organized PRO-SRVP project team;• Perform any other related duties as demanded by the project manage or FSTS director or the European Union.• Assess the current institutional context of food security as it relates to the Strategic Reserve in SS;• Recommend how the Strategic Reserve Authority (SRA) will operationally be directly linked to other related line ministries as it relates to food security information system;• Recommend how the SRA will be systematically be integrated to the current Food Security Information System;• Advise the Government how to structure the SRA; • Perform other related duties as requested.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements • University Degree in Agricultural economics, agriculture, economics, statistics or any other related field
• At least 10 years of working experience in Institutional setup.• Working knowledge of English and limited knowledge of one of the other FAO languages (French, Spanish, Arabic, Chinese, Russian)

Technical/Functional Skills• Experience in the area of institutional setup and good understanding of its current status in South Sudan context and environment.
• Good understanding of uses and users of the Food Security Information System which will be critical for integrating information for decision making.• Previous consultancy history including activities of institutional setup is an added advantage.• Ability to work both independently and as part of the team.• Experience in working with and influencing a range of stakeholders (e.g. national institutions, international NGOs and UN agencies).• Good knowledge of UN system, procedures and operation activities is an advantage
