 Organizational Setting
 The main aim of the FAO country office, which is headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. FAO participates in the development and implementation of field projects in the sectors of food security, agriculture and rural development. This requires the integration within the broader framework of sustainable food and agriculture that aims at increasing production and productivity, addressing climate change, and managing natural resources; and enhance rural livelihoods.
The National Operations Specialist is responsible, for the day-to-day operations of the field projects assigned and will provide assistance in ensuring effective and efficient project planning, implementation, progress monitoring, reporting, and outcome evaluation
Reporting Lines
The National Operations Specialist reports to the operations coordinator.
Technical Focus
Operational assistance based on the knowledge of the local conditions, culture, language and institutions of the country of assignment. Ensure smooth functioning of project operations, consistent service delivery, and continuous evaluation and readjustment/improvement of the operational environment.
 Tasks and responsibilities
Effective and efficient provision of operational support to the programme and project activities
Act as a focal point for all matters related to the daily operation of the field project(s) assigned
Contribute to the preparation and/or assessment of new programme and project proposals, and reviews them for the purpose of operational clearance, with a view to assessing their operational feasibility
Plan and prepare project task force consultations and ensures proper secretarial support for such meetings
Ensure timely provision of inputs for personnel, technical support services, sub-contracts, training, equipment/supplies and other needs related to project operations
Participate in the preparation of project work plans, monitors progress and, where, necessary, identifies corrective measures to overcome operational constraints
Contribute to the preparation of procurement plans, ensures timely submission of purchase requisitions, monitors implementation of procurement plan and adjusts it as required.
Administer the  project budget and prepare revisions as required
Coordinate the timely preparation and submission of project progress and terminal reports required (as specified in the project agreement) as well as preparing analytical reports
Coordinate actions concerning the timely completion/closure of field projects, including identification of project follow-up requirements
Ensure the quality of data/documentation in the Field Programme Management Information System (FPMIS) for all pipeline and operational field projects in the country
Brief and train project staff regarding all aspects of the job. Ensure adherence to procedures and work requirements and accuracy and diligence of the work provided.

 CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 Minimum Requirements
National of Mozambique
Advanced university degree in a field related to economics, management or public administration
Five years of relevant experience in budget management, project implementation, accounting and/or audit or finance
Fluent in English and in Portuguese

Technical/Functional Skills
Work experience in more than one location or area of work, particularly in field positions is desirable
Five years of relevant experience in programme/project implementation dealing with donors
Five years of relevant experience in budgetary management with capacity to administer complex budget structures
Demonstrated understanding of the purpose and functions of technical programmes, operational guidelines and programme/project management procedures, preferably those adopted by the United Nations or FAO would be considered an asset
Candidates should possess computer processing skills and be familiar with management information systems
