Organizational Setting
The main aim of FAO  country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
The Sustainable Agricultural Intensification and Food Security Project (SAIP) is a project coordinated by the Rwanda Agriculture and Animal Resources Development Board (RAB) through a designated Single Project Implementation Unit (SPIU). Its aim is to consolidate and expand results from two World Bank funded projects, Land Husbandry, Water Harvesting and Hillside Project (LWH) and the Third Rural Sector Support Project (RSSP3), and from selected other MINAGRI schemes.
The Food and Agriculture Organization of the United Nations (FAO) is involved in the project implementation by offering the technical assistance (TA). The interventions supported by the FAO-supervised TA-SAIP have the main objective of increasing agricultural productivity, market access and food security of targeted beneficiaries in project areas through strengthened national capacities and those interventions will be aligned with the SAIP – Project Development Objectives (PDO) i.e. technical assistance in scaling Irrigation, farmer fields school disciplines, agribusiness interventions and crop production intensification support i.e.
At FAO Country office level, the national project team is formed by a core team of technical experts who will be responsible for the implementation of the TA. The project team will be supported by different specialized international consultants to fast-track activities that are particular to each of selected areas already outlined.
The coordination of the FAO intervention will be under the direct responsibility of the national project team coordinator, who will be in charge of the planning, implementation, reporting and coordination of all stakeholders (government, farmer organizations, development partners, service providers, etc.). The team coordinator will ensure the flow of information and actively look for and bring in knowledge and experiences from the region, and where possible, source from beyond in close consultation with the International experts in the technical areas of relevance for the TA.
Reporting Lines
The national project team coordinator will report directly to the FAO Representative to Rwanda (who is the project budget holder). The Assistant FAOR/Programme and the FAO project Lead Technical Officer (LTO) supporting the project implementation from the FAO Sub-regional Office for Eastern Africa (SFE) will be consulted closely throughout the life of the project intervention.
Technical Focus
The technical focus of the work of the project team coordinator is to lead, coordinate, monitor and report on the SAIP activities as well as to liaise with and advise on the related work of the MINAGRI teams to ensure maximum synergy is achieved.
Tasks and responsibilities
The project team coordinator tasks includes following:
 Serve as a Lead consultant to the implementation of the FAO TA-SAIP;
Function as the direct liaison of the project to relevant national authorities (MINAGRI, RAB), organizations (World Bank, WB SPIU in RAB) and institutions especially those involved in the implementation of the SAIP;
Liaise with the SAIP coordination in RAB to ensure that project activities are integrated with other programmes and projects aimed at strengthening agricultural intensification and food security in the country,
Advise the FAO Representative on the project management and strategy for the sustainability of the project results and outputs;
Advocate and raise awareness about the project among the different stakeholders in particular, liaise with the government and relevant Ministries, to ensure that the project activities are developed in accordance with the country’s needs and priorities defined in the PSTA4;
Oversee the work of the national consultants and service providers involved in the implementation of the TA-SAIP;
Provide support to international consultants and coordinate when needed their interactions with all stakeholders as and when required
Document all best practice throughout project implementation and coordinate the development of training materials and manuals that will be shared during and after the project implementation;
Collaborate with FAO Communications Consultant in the process of professional production of training materials that will be cleared by FAO Publications Workflow Systems 3.0
Report regularly on FAO responsibility in the implementation of the TA-SAIP;
Prepare draft project reports, including progress and final reports, according to established deadlines
Perform other duties as required by the FAO country office.
 CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 Minimum Requirements
Holder of minimum a Master’s degree in Agriculture, Agronomy & Crop sciences; Rural development or Agro-economics;
Minimum 8 years of professional experience in project management (design, formulation, implementation, monitoring, evaluation, reporting);
Languages: Fluency in written and spoken English is required. Knowledge of French and Kinyarwanda is desirable.

Previous working experience in Rwanda and familiarity with the country situation will be highly desirable,
Work experience in Agriculture intensification and food security areas in Rwanda,
Extent and relevance of experience in addressing institutional issues related to project management involving stakeholders and farmers associations establishment and management,
Strong knowledge and understanding of FAO project cycle;
Extensive field experience in developing countries.
Proven ability to liaise with government departments and various stakeholders, also at decentralized level;
Excellent interpersonal and communication skills, drafting skills, both written and verbal.
