Organizational Setting
FAO Representation in South Sudan is responsible and contribute technical assistance to the Government of Republic of South Sudan through various projects in the area of agricultural productivity, livestock, fisheries and natural resource management and implemented with humanitarian, transitional and development funding. As a knowledge institution, FAO’s main contribution to the national development process in South Sudan is best expressed through its support to capacity development and the provision of qualified science-based technical advice and policy supports contributing to more productive and sustainable farming activities, improved food security and income for the people, particularly in the rural areas.
In response to the request from the Ministry of Environment and Forestry and in collaboration with the Ministry of Agriculture and Food Security, and Animal Resources and Fisheries, FAO South Sudan is tasked with the formulation of a project proposal to be funded by the Green Climate Fund (GCF).  Under the overall leadership of the FAO Representative in South Sudan, the direct technical supervision of the Lead Technical Officer (LTO) and the NDA’s office, the consultant will perform the following duties:
Reporting lines
The National GCF Project Proposal consultant works under the overall supervision of the FAO Representative in South Sudan and the Deputy FAOR. The incumbent will work under the direct supervision of the Natural Resource Management Specialist.
Tasks and objectives to be achieved:
Liaise with the NDA to know the status of GCF Country Programme currently under development with UNDP through the approved Readiness proposal available at  https://www.greenclimate.fund/documents/20182/466992/Readiness_proposals_-_South_Sudan___UNEP___NDA_Strengthening_and_Country_Programming.pdf/033f3ee3-9421-a925-73a8-374a29971a4e 
Liaise with the NDA,  with FAO South Soudan and CBC to identify a project idea that is aligned with  the priorities identified in the country programme and with FAO’s comparative advantage
Meet with the relevant  sectorial ministries, relevant national institutions, other UN and NGOs to map ongoing initiatives related to the targeted sector in the country, and identify successful interventions that can be scaled up
Meet with the Meteorological agency to identify what climatic data is available nationally and at regional level (for further information on data needed please see ‘’project idea formulation’’
 Liaise with the NDA to understand what other GCF projects are under formulation and their status (the GCF South Soudan page does not show any full funding proposal approved or submitted (https://www.greenclimate.fund/countries/south-sudan)
Liaise with the relevant authorities and Meteorological agency to preliminary identify the area of intervention (please note that the area selected will need to be justified to the GCF in terms of climate change vulnerability, so please ensure the selection is made accordingly).
Liaise with the NDA to identify the preliminary budget cost of the project (if less than 10 million the project can go through the Simplified Approval Process): https://www.greenclimate.fund/how-we-work/sap
Prepare a timeline and detailed work plan for development of the project idea, concept note and full GCF project proposal;
Facilitate key discussions and consultations with other project stakeholders, including potential co-financiers and service providers to agree on their roles in the project and implementation arrangements;
Support FAO Representative and coordinate with the GCF- NDA and lead implementing partners on matters related to the design of the GCF project, including the scope of the project and implementation arrangements to ensure project ownership and buy-in;
After clearance from FAO RAF and CBC and following the identification of resources, develop the concept note (template available here: https://www.greenclimate.fund/library/-/docs/list/574044 )
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 Minimum Requirements
Advanced university degree in agricultural economics, forestry, social sciences, agronomy, environment or related areas
5-10 years of relevant experience in preparing and/or supervising rural development investment projects, in results-based project/programme planning and monitoring, including practical experience in project formulation, appraisal, implementation, and/or in financial and budget planning.
Working knowledge of English is required
Working knowledge of Arabic would be considered an asset
National of South Sudan or resident in the country with a work permit.
