Organizational Setting

 The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist Governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Reporting lines

The National Fishery Specialist works under the overall supervision of the FAO Representative in South Sudan and the Deputy

FAOR. The incumbent will work under the direct supervision of the Area Coordinator.

Technical Focus

This position will support FAO South Sudan’s resilience project entitled, Sustainable Agriculture for Economic Resiliency (SAFER) Program in South Sudan as well as the Emergency Livelihood Response Programme (ELRP), specifically working on activities aiming to increase sustainable fish catch, improved post-harvest practices and training methods for fish preservation, post-harvest and processing as well as emergency response for communities which have access to fishing grounds.

Tasks and Responsibilities

The National Fishery Specialist is responsible for the planning, field level implementation and reporting of fishery component of FAO programs implemented in the former Jonglei or Lakes states.  The incumbent will carry out the following tasks/duties:

Take the role of technical focal person for fishery and lead field level implementation of fishery activities including promotion of improved fishing methods and post-harvest management practices, sustainable fisheries management and the application of the FAO Code of Conduct for Responsible Fisheries;

Provide technical assistance and training to beneficiaries and implementing partners regarding improved fishing methods, post-harvest handling, processing and preservation of fish, and smoking and drying technologies as well as sustainable fisheries management;

Provide effective technical support to project beneficiaries engaged in fishery related activities including fish producer groups, marketing groups and input suppliers;

Support the development and promotion of fishing group bylaws, business and financial plan as well as market linkages and good business practices including record keeping;

Facilitate linkage of fishing groups and value chain actors to infrastructures (fish landing site) constructed by FAO and support development of management/governance plans for management of the infrastructures;

Guide the piloting and verification of innovative technologies including improved post- harvest technologies;

Participate in fishery surveys, assessments, feasibility studies, and monitoring missions and prepare briefs, comprehensive project reports and other technical documents as required;

Develop fishery input requirements, procurement plans and respective distribution plans;

Act as technical focal person for fishery and closely liaise with government, implementing partners and FSL cluster members for harmonized implementation of FAO activities;

Contribute to development of fisheries data and information, as well as documentation of good practices and lessons learned for FAO achievements;

Contribute to monthly, intermediate and final reports, specifically through providing technical input;

Assist area coordinator in providing technical support for training of partner staff, monitoring of activities and preparation of reports;

Review field level reports from implementing partners and verify reported activities and achievements;

Perform other related duties as required.

 Minimum Requirements

Minimum of university degree in fisheries, aquatic ecology or any other related field.

Five years of relevant experience in implementation of fishery related projects and/or programmes including field work experience in South Sudan is a requirement.

Fluency in Dinka and English languages is a requirement and fluency in Arabic is desired;

Technical/Functional Skills

Demonstrated experience in working in the fishery sector with fishing communities in the Nile River and Sudd catchment is an advantage;

Strong familiarity on the fishery sector context, status, challenges and opportunities in South Sudan is a requirement;

Competency and strong technical background in fisheries including theoretical and practical knowledge in sustainable fisheries management, fish post-harvest management practices and technologies, and the FAO Code of Conduct for Responsible Fisheries is a requirement;

Experience in the working in a multi-cultural environment and under complex emergencies would be an advantage;

Extent of experience working with governments, donors, NGOs and UN agencies is an asset;

Good communication, written and presentation skills;
