Organizational Setting
 The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programs and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
The Government of Ethiopia (GoE) ratified in January 2019 the Global Compact for Refugees to provide a framework through which durable solutions can be developed to address some of these problems in the refugee hosting areas of Ethiopia, and to create a platform for coordination of partners in support of this deal. This is in alignment with the 2030 Sustainable Development Goals that seek to respond to the growing global challenges exacerbating forced displacement among other things.
The government-led plan to develop sustainable, inclusive, and market-driven initiatives that resonate with the regional priorities of refugee hosting will be supported by FAO and UNHCR. Such programs require in-depth assessments and analysis for better understanding of the gaps opportunities and potential for development in line with the comparative advantages of the regions with refugee presence. Therefore, FAO and UNHCR in Ethiopia intend to collaborate in generating evidence through analysis of the food security, agricultural and livestock livelihoods situations and the needs of the refugees as well as their host communities. To do this, FAO and UNHCR are jointly collaboration in a framework for value-chain assessments to be conducted in order to generate sufficient evidence to back refugee economic inclusion programs
The project  “UNHCR – FAO 2019 Collaboration Framework: Agriculture and Livestock Sector Development in Refugee hosting areas of Ethiopia” aims at developing selected strategic agricultural value chains in the refugee hosting areas located in Benishangul Gumuz and Gambella Regional States. Refugee inclusion and decent livelihood opportunities creation will be a key aspect of the project.
 Reporting Lines
The position is under the overall guidance of the FAO Representative for Ethiopia, the general supervision of Deputy FAOR/Head of Programme, the direct supervision of the Agricultural Value Chain Specialist, and the administrative supervision of the UNHCR office in Gambella. The consultant reports to the International Value Chain Specialist and works in close collaboration with the government and UNHCR counterparts.
Technical Focus
The incumbent will provide technical and operational support, to the project “UNHCR – FAO 2019 Collaboration Framework: Agriculture and Livestock Sector Development in Refugee hosting areas of Ethiopia”.
Tasks and responsibilities
 Assist the International Value Chain Experts to carry out research and analyse technical, social, economic, environmental, institutional, and technology related information, data and statistics and/or related policy issues to support the delivery of the project;
Explore what feasible agro-based commodities has potential for growth, and develop value chain studies and feasibility plans for the strategic agricultural commodities from the Gambella and Benishangul Gumuz regional block in consultation with the UNHCR counterpart and relevant GoE institutions;
Support the Int’l Value Chain experts to collect variety of technical information, data, statistics and reports from the Gambella and Benishangul Gumuz regional block and its strategic agricultural commodities in consultation with the UNHCR counterpart and relevant GoE institutions;
Assist the Int’l Value Chain Experts in monitoring work plans in accordance to the project objectives, and in the preparation of reports in accordance with FAO and donor’s requirements;
Provide required assistance to the Value Chain Experts for close collaboration with the Gambella and Benishangul Gumuz Government institutions (in particular at regional/zone/woreda level) and with development partners;
Maintain close communication and collaboration with other FAO colleagues to ensure interlinkages and synergies with  initiatives
Perform other related duties as required
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
 National of Ethiopia
Degree in agronomy, agricultural development, economics or development related fields;
Minimum five years of experience in agriculture, agribusiness, value chain development and livelihoods;
Working knowledge of English

Selection Criteria
 Relevant experience in value chain analysis and interventions with strong linkages to market and livelihoods creation;
Relevant experience in assessing and developing agricultural value chains and markets;
Strong experience in planning, implementation, and reporting to ensure the timely delivery of project activities in line with the predesigned schedule;
Excellent English and Amharic oral and written communication skills. Nuer language is a strong asset;
Work experience in Gambella and/or Benishangul Gumuz regions is preferred;
Good interpersonal skills, team-work attitude and capacity to deal effectively with partners on day-to-day task and sensitive issues;
Computer proficiency (MS Office package, internet, emails, etc.).
