Organizational Setting
The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist Governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
The FAO Representation in South Sudan is organized around three main units: Programme, Operations and Administration. The current portfolio of projects in South Sudan includes activities related to agriculture, livestock, fisheries and natural resource management, and is implemented with humanitarian, transitional and development funding. The incumbent will contribute to the country’s programme and portfolio as foreseen in the projects.
Reporting Lines
 The International Monitoring and Evaluation Specialist will work under the overall supervision of the FAOR and Deputy FAOR, and in close consultation and collaboration with the FAO South Sudan M&E Unit and relevant FAO headquarters Lead Technical Unit and the relevant Project Technical Officers and Lead Technical Officer, based in the Sub-regional Coordination for East Africa (SFE).
Technical Focus
This position will support two of FAO South Sudan’s larger resilience projects in addition to the Emergency Livelihood Response Programme (ELRP), specifically working on activities aiming to increase sustainable fish catch and training methods for fish preservation, post-harvest and processing.
Tasks and responsibilities
 Oversee the implementation and improvement of the existing Emergency Livelihood Response (ELRP) M&E framework and provide recommendations for evidence-based planning and programme adjustments;
Regularly review status of implementation of all operationally active emergency livelihood response  projects;
Train partner staff and project team on M&E concepts, skills and tools;
Develop a simple tools on Accountability to Affected Population (AAP) feedback mechanisms;
Design new results-based monitoring tools and revise the existing tools, if needed;
Generate regular monitoring update on project implementation, best practices, lessons learned and impact of emergency response projects;
Develop, update and maintain livelihood response emergency kit distribution monitoring database; disaggregated by gender, implementing partners, locations and donor;
Consolidate and supervise data collection process carried out by enumerators and/or field monitors during surveys;
Review mid-term and final reports from Partners in line with the Letter of Agreement (LoA) and feedback from field monitors;
Conduct frequent monitoring missions (post distribution, post-planting, post-harvest, etc.) and impact assessments;
Contribute to the design of project concept notes and proposals with special emphasis on logical/results framework; and
 Carry out other duties and responsibilities related to M&E as assigned by supervisor.
 CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements:
Advanced University Degree in Agricultural Economics, Agriculture, Rural Development, Project Management, Monitoring and Evaluation or related field.
Working  knowledge(level C) of the FAO official language used for communication within the country (English) and limited knowledge of one of the other FAO languages (French,Spanish,Russian,Chinese,Arabic)
At least 5 years of relevant experience in programme/project monitoring and evaluation, and the design and implementation of M&E systems.

.          Technical  /Functional skills:
Proven experience in the area of Result Based Management (RBM), Strategic Planning, and M&E related capacity building (experience with UN agencies preferred).
Proven experience of developing M&E framework and tools for food security and livelihoods emergency response projects.
Experience in delivering training on M&E and data analysis (SPSS & STATA).
Experience of quantitative and qualitative data collection and analysis.
Sound knowledge and experience on writing reports.
Good interpersonal, communications, and facilitation skills.
Strong statistical skills including knowledge of Microsoft applications.
Good knowledge of UN system, procedures and operational activities is an advantage.
