Organizational Setting
FAO’s Subregional Office for SFC is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing subregional food, agriculture and rural development priorities. It develops and maintains relations with subregion-wide institutions including Regional Economic Integration Organizations (REIOs). The Subregional Office is a subsidiary of FAO’s Regional Office for SFC.

The Livestock Development Officer reports to  the Subregional Coordinator, SFC
Technical Focus
Enhance sustainability and resilience of livestock production systems in dry lands, in general, and pastoralism, in particular.
Key Results
Comprehensive technical and policy expertise to support the planning, development and implementation of Regional programmes, projects, products and services in accordance with Regional objectives and FAO Strategic Objectives
Key Functions
• Plans and leads components of multi-disciplinary teams, leads and/or participates in internal committees, project teams, and working groups and/or provides specialized expertise on technical networks and/or international technical policy and/or international technical policy and standard setting bodies;
• Develops technical, analytical, monitoring and reporting frameworks, and related methodologies, tools, systems and databases etc. to support the planning, implementation/delivery and monitoring of programmes of work, projects, products and/or services;
• Designs and conducts research, data collection, validation, analysis and/or reporting activities to support the development of technical standards, international instruments, innovative approaches and strategies, new tools, technologies, technical reports/publications, and/or policy proposals as well as the provision of technical/policy/ specialist/advice and expertise;
• Responds to country requests for technical and policy assistance, provides technical advice, assistance and solutions to Decentralized Offices and provides technical backstopping to field projects;
• Collaborates in, provides technical backstopping to and ensures the quality / effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, on-line tools;
• Promotes international cooperation/advocates best practices, increased policy dialogue and provides technical expertise at international/intergovernmental meetings;
• Participates in resource mobilization activities in accordance with the FAO Corporate strategy.
Specific Functions
• Leads SFC work on animal health, animal production, development of sustainable, climate smart livestock production systems including supporting resilience of pastoralists
• Leads the development and implementation of country program frameworks and programs relevant to livestock, animal health – production, climate smart agriculture, wildlife-livestock-human interface and conflict issues, pastoralism, transboundary animal – zoonotic diseases, One Health, livestock value chains, marketing – trade, antimicrobial resistance – food safety;
• Provides technical and policy guidance to Member countries, Regional Economic Communities (RECs), and other relevant stakeholders in the SFW region on cost-effective and sustainable livestock sector development programmes/projects;
• Analyzes sub-regional and country specific technical and policy requirements to provide critical input into the FAO Strategic Programmes, Programme of Work, Country Program Frameworks, Africa Regional Initiative 2 (Sustainable Production Intensification and Value Chain Development), work plans and support resource mobilization;
• Leads pastoralism interventions on behalf of SFC including but not limited to developing tools and knowledge to bridge gaps in policies, indicators, knowledge – tools, providing information to the pastoralists knowledge hub web portal, supporting capacity development and knowledge sharing through pastoralist field schools, and addressing mitigation of and adaptation to climate change via pastoral and agro-pastoral risk early warning and response systems;
• Develops effective working relationships/consensus and agreements with international and national stakeholders including associations, non-government organisations, and civil society organizations on animal health – production, climate smart agriculture, wildlife-livestock-human interface and conflict issues transboundary animal – zoonotic diseases, One Health, pastoralism, livestock value chains, marketing – trade, antimicrobial resistance and food safety;
• Contributes to increasing visibility of FAO’s and SFC’s animal health and production program in Africa though advocacy, outreach, and communications through preparation and production of web articles on program implementation or success stories, contributions to FAO flagship publications, peer reviewed publications, interviews, brochures or social media;
• Aligns technical areas of work to compliment and support the Africa Regional Tripartite Coordination Group Tripartite (FAO, OIE, WHO) areas of collaboration, the Global Framework for Transboundary Animal Diseases (GF-TADs Africa), the AU Livestock Development Strategy for Africa (LiDeSA) 2015 ‘ 2035, – the FAO Africa Animal Health and Production Framework;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in veterinary medicine or veterinary sciences or a related field
• Seven years of relevant experience  in  animal production and health programmes including
• Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian

Technical/Functional Skills
 • Work experience in more than one location or area of work, particularly in field positions is desirable
• Extent and relevance of experience in livestock production, pastoralism, transboundary animal disease, – zoonotic disease prevention and control, preferably in developing countries and the Africa Region;
• Extent and relevance of experience in large scale livestock development and animal health strategies and campaigns, project and programme formulation, implementation and technical support, monitoring, and reporting
• Ability to organize emergency disease outbreak responses and undertake interventions to address drivers of disease emergence, spread and transmission;
• Extent of awareness of approaches and issues relevant to balancing livestock sector development, climate smart production, natural resource management, and environmental sustainability, protection or restoration,
• Demonstrated capacity to integrate animal production into a broader context of resilience, emergency preparedness and response, food and nutrition security, land rehabilitation and biodiversity, is desirable
• Extent and relevance of experience in supporting and implementing One Health programming at the human-livestock-wildlife-ecosystem interfaces to address livestock sector issues.
