 Organizational Setting
 The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programs and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
FAO is currently supporting the Ministry of Industry, the Ministry of Agriculture and Natural Resources, and the Ministry of Livestock and Fisheries Resources of the Federal Democratic Republic of Ethiopia in piloting Integrated Agro-Industrial Parks. The Government of Ethiopia identified the creation of agro-industrial parks as one of the key mechanisms for accelerating the development of the agro-industrial sector in Ethiopia, and it expects this sector to play key role in economic growth of the country over the Second Growth and Transformation Plan 2015/16-2019/20. Within this framework, the Italian Agency for Development Cooperation has allocated resources to support the implementation of four pilots in Amhara, Oromia, Southern Nations Nationalities and People, and Tigray regional states, through the completion of feasibility studies for the Integrated Agro-Industrial Parks and the support to selected value chains in Oromia region. A second phase is now focusing in particular on Oromia regional state.
The United Nations Industrial Development Organization (UNIDO)-FAO Joint Program on « Technical Support for the Implementation of an Integrated Agro-Industrial Park (IAIP) in Ethiopia » will support the establishment of the pilot Integrated Agro-Industrial Park in Oromia. FAO will promote efficiency and competitiveness of selected agricultural value chains in order to ensure a reliable and timely supply of products from the Agro-Commodities Procurement Zone to the Integrated Agro-Industrial Park in the right quantity and quality, at competitive price.
Reporting Lines
 The position is under the overall guidance of the FAO Representative in Ethiopia, and the technical supervision of the Agribusiness and Enterprise Development Officer, Sub regional Office for Eastern Africa (SFE), and the Agro-Industry Officer, FAO Regional Office for Africa (RAF).
Technical Focus
 The incumbent will provide technical and operational support, management and coordination to project GCP/ETH/095/ITA. In addition, s/he will support the implementation of other agribusiness-related projects and initiatives in Ethiopia.
Tasks and responsibilities
 Research and analyse technical, social, economic, environmental, institutional, and technology related information, data and statistics and/or related policy issues to support the delivery of programme projects, products and services
Produce a variety of technical information, data, statistics and reports as well as input for technical documents and web pages.
Provide technical support/analysis to various assessments, studies and initiatives and provides technical backstopping to field projects.
Collaborate in the development of improved/updated tools, systems, processes, and databases.
Participate on multi-disciplinary teams, and/or lead working groups/teams collaborates with other departments and agencies on work groups and committees and promotes best practices.
Collaborate in, provide technical backstopping to and ensure the quality / effectiveness of capacity development activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, on-line tools.
Promote knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations.
Support resource mobilization activities in accordance with the FAO Corporate strategy.
Liaise with the FAO Sub regional Office for Eastern Africa (SFE) and with technical Divisions at FAO headquarters for the implementation and execution of activities;
Participate in multidisciplinary teams such as the Steering Committee and the technical Task Force for the IAIP initiative;
Ensure coordination with UNIDO and with other development partners in Ethiopia.
Perform other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
Advanced university degree (for Consultants) or University Degree (for PSAs) in agriculture, agricultural development, agricultural economics, or closely related field;
Five years of relevant experience in the fields of agribusiness, rural development, value chains, support to producers’ organizations, and market linkages development;
Working knowledge of English with a limited knowledge of Arabic, Chinese, Russian, French or Spanish (for
Consultants). For PSAs: working knowledge of English is required.

Extent and relevance of experience  in developing training tools and information materials
Work experience with Government and development partners in Ethiopia is essential;
Relevance of experience in technical fields related to development of agro-parks in emerging countries (e.g. agribusiness, agro-industry and value chain development);
Relevance of experience with Italian-funded projects;
Ability to work under pressure and willingness to travel frequently to rural areas of Ethiopia;
Demonstrated capacity to write technical reports in English;
Quality of both oral and written communication skills;
Extent of experience with UN, intergovernmental and international organizations in technical assistance mechanisms.
