In 2009, the agro-industrial development strategy has been adopted by Government of Ethiopia (GOE) as the main pillar for agriculture transformation and accelerated economic growth. The strategy builds on creation of Integrated Agro Industry Parks (IAIPs) as one of the key mechanisms for attracting foreign investment to accelerate structural transformation of the economy.
Agro-industry development is expected to contribute to the modernization of the agricultural sector through the creation of a demand for quality and quantity raw materials produced in vicinity of Agro industry parks called Agro commodities procurement zones (ACPZs).
The IAIPs initiative is a core component of the strategy to achieve the targets set by Government of Ethiopia through the Growth Transformation Plan (GTP-2; 2015-2020). The IAIPs are a form of territorial development that allow smallholder farmers to shift to more productive and commercially-oriented farming practices by providing reliable market outlets and access to critical support functions (finance, inputs, etc.).
New economic opportunities for small and medium-sized agro-industrial enterprises will be created along the value chain starting from inputs provision, labour for production activities, private and public advisory services to emerging SMEs in aggregation, marketing and agro industries.
During the GTP-1, the GoE opted for selecting four pilot agro industries parks among the 17 Agro industry corridors to launch the agro industrialization program. Those pilot IAIPs are Bure in Amhara, Bulbula in Oromia, Yirgalem in Sidama and Baeker in Tigray regions. In collaboration with EU, FAO supported the GOE to formulate development framework and investment plans for the four pilot IAIPs targeting a dozen of lead and important commodities. The investment cost of the Investment plans was estimated based on gaps towards achieving i) increased production to supply the agro industries, ii) improved commercialization channels and iii) strengthened institutions to provide quality advisor services to value chain actors.
Under this framework, FAO received funds from Government of Italy to support implementation of a value chain development project “Technical assistance to inclusive and sustainable value chain development in Oromia and SNNPR- GCP/ETH/095/ITA”. The project is designed to provide technical assistance to the Government by complementing a soft-loan project (EUR 30 million) granted by the Government of Italy to develop wheat and tomato value chain in Oromia, avocado and pineapple value chain in SNNP.The project is addressing systemic constraints that hinder the increase in production and productivity and the marketing of selected products in the ACPZs of the two IAIPs (Oromia and SNNPR actually extended to Sidama new established region).
This project is structured along six components: (i) capacity development of value chain actors and service providers; (ii) support to targeted investments in agro-infrastructure, machinery, equipment, and rural connectivity; (iii) improvement of access to credit, financial products and agricultural insurance; (iv) integration of gender and youth aspects in value chain development; (v) promotion of a nutrition-sensitive agriculture; and (vi) sustainable management of natural resources through a landscape approach.FAO Ethiopia is recruiting an international expert to support its agri-business team under mandate and responsibilities described below.
Reporting LinesThe position is under the overall guidance of the FAO Representative in Ethiopia, direct supervision of FAO Ethiopia Agribusiness Officer and the technical supervision of the Agribusiness Officer, Sub regional Office for Eastern Africa (SFE) in collaboration with other members of the SFE multidisciplinary team.

Technical FocusThe Agribusiness expert mission is to provide quality technical and operational support to FAO Ethiopia country Office to support Government of Ethiopia in view of implementation of the agro industrialization program. Immediate contribution will go to development of selected agricultural value chains (under project GCP/ETH/095/ITA) in support to the establishment of the two IAIPs in Oromia, Sidama and SNNP regional states. In addition, he/she will support the implementation of other agribusiness-related projects and initiatives in Ethiopia.
Tasks and responsibilitiesThe Agribusiness expert will collaborate with Ethiopia Agribusiness Team composed of three experts in value chain with specialization in research and innovation, cooperatives and SMEs development, aggregation models and postharvest technologies . The Agribusiness expert will have mandate to achieve the following tasks:
•    Provide day to day technical assistance to FAO Ethiopia to strengthen support to MoA (Federal and Regional institutions) in view of achieving the objectives of Agro industrialization program : contribute to establishment of operational IAIP coordination structures, provide technical assistance  to federal task force “Enhanced Production and productivity” and regional “value chain development technical task force”.
•    Provide technical assistance to FAO Ethiopia to implement existing and upcoming projects related to agribusiness; support development of concept notes as per FAO and partners requests;•    Contribute to development of strategy to increase the role of FAO Ethiopia: i) ensure productive  partnerships between FAO Ethiopia and financial and development partners, private sector and IAIP (integrated ago industry parks), ii) participate into multidisciplinary teams such as the Steering Committee and the technical Task Force for the IAIP initiative; iii) ensure alignment and complementarity of interventions  and participate actively into established  IAP Coordination structures  •    Assist FAO agribusiness team to implement and manage projects:  contribute to development of protocols, LoAs, Tenders documents and any MoU engaging FAO Ethiopia with partners,  ensure that contractual terms are met, especially with respect to timing and quality of deliverables; contribute to appropriate activities follow up to support monitoring, evaluation and reporting against deliverables;•    Support identification, promotion / dissemination of innovations in the areas of extension services, R&D, access to finances, cooperatives development, aggregation models, postharvest technologies gender and nutrition sensitive programs, and sustainable land management and natural resources management;•    Provide required assistance to the Agribusiness Development Officer for the need of close collaboration with Government institutions (in particular with the federal Ministry of Agriculture and with regional bodies in Oromia and SNNP) and with development partners; Contribute to organization of regional, national and international events;•    Contribute to the support for development of knowledge products, including analytical work and practical tools, related to the project and other agribusiness and agro-industry initiatives; promote knowledge sharing and best practices at meetings and conferences, and interacts with international and national partners;•    Review relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions•    Prepare various written outputs, e.g. drafts background papers, analysis, sections of reports and studies, inputs to publications, etc.;•    Undertake outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities;•    Coordinate activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.)•    Ensure FAO’s active participation in all related topics (including clusters and/or sectors), with local government authorities, other UN agencies, donors and other partners;•    Support agribusiness officer in developing operations plan and oversees the implementation of all operational activities, to include those managed at country level and those at Regional Office and/or at headquarters;•    Liaise FAO Ethiopia activities with the FAO Sub regional Office for Eastern Africa (SFE) and with technical Divisions at FAO headquarters for the implementation and execution of activities;•    Participates in multidisciplinary teams such as the Steering Committee and the technical Task Forces for the IAIP initiative;•    Perform other related duties as required. CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements•    University degree in  international development, agricultural and food systems development or related fields
•    Minimum Five (5)  years of relevant experience in agribusiness and value chain development, preferably in developing countries;•    Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian for Consultants. Working knowledge of English, French, or Spanish for PSA.SBS.
