It is within this context that the Food and Agriculture Organization of the United Nations (FAO) has launched the 2021 – 23 Agricultural Livelihoods Response Plan for northern Mozambique. Support provided to the IDPs and host communities will ensure they resume local crop production, fishing and livestock rearing activities while sustainably managing the soil, forest and fish resources. The Agriculture Livelihoods Response will further ensure that humanitarian interventions are appropriately linked to medium and longer-term actions that embraces both market-oriented and ecosystem-based approaches. Projects developed under the Agriculture Livelihoods Response Plan will contribute towards enhanced food and nutrition security of the populations, while laying the foundation to build resilient livelihoods against future climatic shocks and stressors.

Reporting LinesInformation Technology Specialist, Data Analyst is located in the FAO Mozambique, Pemba office covering the northern part of the country, under the overall supervision of the FAOR and direct Supervision of the Head of Office.

Technical FocusSupport end users in the beneficiary management system and other systems as may be introduced from time to time by FAO Mozambique in its day to day operations, and specifically on systems as well as support in Data Analysis.

Tasks and responsibilitiesProvide support to the Monitoring, Evaluation and Learning (MEAL) team to collect and analyse baseline and secondary data to enable comparisons and triangulation.
Conduct quantitative and qualitative data analysis, collation, and validation together with the MEAL, Programmes and Technical Teams;Support the MEAL team in Northern Mozambique in conduct additional semi-structured interviews with key informants in order to dig for specific issues, as needed;Contribute to the programming and utilization of digital data collection tools and open sources (in particular Kobo toolbox and other ODK);Help draft and review monitoring reports and visual products (e.g. dashboards), using standard templates;Communicate results and reports to FAO Mozambique Management, including sharing with the Sub-Regional Office for Southern Africa and the Regional Office for Africa;In the case of e-Vouchers implementation, provide software application support as well as resolve issues that might arise as reported by the users that utilize these applications on a case by case basis, and escalate to the relevant development team.Provide remote and in person technical support to Implementing Partners agro dealers, when they encounter challenges while using the system during projects implementation;Provide technical support to FAO Mozambique staff and partners as they utilize the system and associated applications;Configure mobile phones for data collection with ODK or KOBO before the commencement of implementations;Contribute to the configuration of ODK/KOBO server forms with relevant data collection tools and project data;Conduct trainings for Implementing Partner data clerks that utilize FAO Mozambique Tools for beneficiary registrations when required;Conduct trainings for FAO Mozambique emergency staff utilizing FAO Mozambique tools during project implementation;Support the preparation of documents, presentations and videos to complement trainings and ease on boarding of new system users (both for Implementing Partners and for FAO Mozambique Staff);Contribute to the development of reports (situation reports, bulletins) with data and information;Carry out other relevant duties within his/her technical competence as requested by the FAO Representative.In Consultation with the Head of Office, Pemba, provide support to the Monitoring, Evaluation and Learning (MEAL) team to collect and analyse baseline and secondary data to enable comparisons and triangulation.Collaborate programmes and technical teams in support of the delivery of the 2021 – 2023 Northern Mozambique Crisis Agriculture Livelihoods Response Plan.Provide software application support as well as resolve issues that might arise as reported by the users that utilize these applications on a case by case basis, and escalate to the relevant development team CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum RequirementsUniversity degree in software engineering, computer science or related fields with solid foundation in application development
Experience working in an environment involving provision of remote technical assistanceProfessional work experience in mobile VAS integrations and application development is an advantage.Experience on e-voucher programme.Minimum 3 years of professional and supervisory experienceExperience within the UN system is highly desirable;Working knowledge of English and limited knowledge of one the other FAO languages (Arabic, Chinese, French, Russian, or Spanish) is requiredNationality of Mozambique. FAO Core CompetenciesResults Focus
