Organizational Setting
The main aim of the FAO country offices, which are headed by an FAO representatives, is to assistant governments to  develop policies , programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.
The FAO Representation in South Sudan is organizes in three main units: programme, Operations and administration. The current portfolio of projects in South Sudan includes activities related to agriculture (crop), livestock, Fisheries, Natural Resource management, food information systems is implemented with humanitarian, transitional and development funding. The incumbent will contribute to the country’s programme and portfolio as foreseen in the project he/she will coordinate and be assigned.
 Reporting Lines
 Under the overall technical guidance of the Office of Human Resources, liaising with the Regional HR Officer, and under the overall supervision of the FAO Representative FAO South Sudan and the direct supervision of the Administrative Officer, the incumbent will be provide assistance in HR matters.
Technical Focus
Provide technical guidance to and supervision of the Human Resources and Travel units.
 Tasks and responsibilities
Workforce planning: assist in the definition of the technical expertise and assignments needed for strategy implementation
Assist FAOR in aligning the FAO South Sudan organogram to funding projections
Assist and advise managers in planning the implementation of the workforce needs assessment enabling the effective delivery of the work program in the country
Monitor requests for human resources actions before approval by FAOR including salary, entitlements, travel, social security and other benefits;
Liaise with the Regional Office for Africa (RAF), the Shared Service Center (SSC) and the Office of Human Resources (OHR) when needed advice on complex cases, staff requirements, policy interpretations issues, etc;
Ensure compliance to corporate policies and guidelines by providing day-to-day advice to the management and teams, on various issues including policies and procedures in order to ensure consistency and understanding at all levels.
Provide high quality HR support to management on operational human resources issues including in the areas, recruitment, and performance management.
Provide oversight for the entire recruitment cycle including supporting the development of job descriptions, vacancy announcements, screening of candidates, setting up interview panels and conducting background checks (only for NSHR assignments) on prospective candidates.
Provide onboarding and induction for all new staff by preparing induction packs and providing access to the relevant organizational materials and off boarding staff through initiating the separation clearance processes for terminations and conducting exit interviews for staff leaving the organization.
Advise staff on the terms and conditions of their employment and refer to Shared Service Centre (SSC) HR Officer for complex cases
With reference to FAO pay structures, review Terms of Reference and recommend appropriate grades and pay levels for consultants and national staff before hire.
Oversee the performance management system, ensure that poor performance is addressed appropriately and in a timely manner. In addition link the annual performance reviews to the learning and development opportunities taken by staff in the year and the annual salary increments received.
Monitor and review the HR workplan to ensure that all planned operational activities are carried out, identify inconsistencies and delays and submit proposals for improvement.
Prepare monthly, quarterly and ad hoc reports for management regarding workforce and common costs submissions.
Provide Health & Safety advice and effectively support staff medical administration queries and claims and act as the liaison between FAO South Sudan, staff members and the medical insurance agency in Rome.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 Minimum Requirements
Master’s degree or equivalent in Business Administration, Public Policy, and Development studies, Law or related field.
At least 5 years work experience providing HR services and administering administrative support in a medium o size organization, NGO or UN agency.
Working knowledge (level C) of the FAO official language used for communication within the country (English)  and limited knowledge of one of the other official languages of the Organization (French, Spanish, Arabic, Russian, Chinese).
