Organizational Setting
The GEF-funded, FAO-implemented project “Payment for Ecosystem Services to Support Forest Conservation and Sustainable Livelihoods” – GCP /MOZ/117/GFF has the overall goal to promote biodiversity conservation and climate change mitigation in miombo forest ecosystems through the development of a payment for ecosystem services (PES) scheme that supports sustainable use and conservation of forests and wildlife and improves local peoples’ livelihoods.
Reporting Lines
Overall supervision of FAO Representative in Mozambique (Budget Holder), and technical supervision of the project’s Chief Technical Advisor (CTA),

Environmental Governance and Integrated Natural Resources Management
Tasks and responsibilities
The Environmental Governance and Integrated Natural Resources Management Expert will be responsible for the following activities:
– Provide technical and policy advice to the CTA on all activities at national, provincial, district and local levels;
– Ensure coordination with external stakeholders, holding regular meetings with government, national and international partners (e.g. World Bank, European Union, Etc Terra, WWF) ;
– Establish regular communication and technical coordination with other Payment for Ecosystem Services projects (PES);
– Support the CTA in the supervision of project’s experts, consultants, and contractors;
– Support the CTA in all activities linked to work plan and budget revision;
– Support monitoring of the project activities and impact to inform communication and visibility strategies;
– Ensure that updated best practices of Sustainable Forest Management (SFM) are transferred in a simple and concise manner into training material and field activities for local communities / Natural Resources Management Committees;
– Support the design and organization of training courses to build awareness about, and implementation capacity for, PES;
– Contribute to gender equality and inclusion of poor and vulnerable people in project activities;
– Facilitate ad-hoc meetings and workshops at national, provincial, district and local levels;
– Liaison with government authorities of Zambezia and joint planning of field missions;
– Support the M&E officer in her missions such as baseline survey design and completion, mid-term evaluation/review, field trips and end-term evaluations;
– Support the elaboration of annual/semi-annual reports and other technical documents as needed;
– Supervision of intern students;
– Provide support to the CTA on all aspects of day-to-day project implementation;
– Provide support to the country´s Program Officer responsible for Environment and Natural Resources Management.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  – Advanced University Degree in Forestry, Environment, Natural resource economics or a closely related field.
– At least 3 year experience in a relevant area
– Fluency in Portuguese and English
– National of Mozambique or resident in the country

Expected Outputs
– 100% completion at least twice a year of field technical assistance missions to project sites to ensure activities are regularly implemented
– Supervise activities of the project’s consultants all the way to the final outputs
– Monthly meetings with PES project partners organized and conducted at central or provincial level. Minutes of the meeting produced
– Provide technical advice as required
– Report progresses in achieving project output and outcome
– Familiar with natural resources governance and management, integrated rural development, forestry, agriculture and related fields
– Familiar with Mozambican context, experience in Zambézia Province preferred
