Organizational SettingThe main aim of the FAO country offices, which are headed by an FAO representatives, is to assistant governments to develop policies , programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

The FAO Representation in South Sudan is organizes in three main units: programme, Operations and administration. The current portfolio of projects in South Sudan includes activities related to agriculture (crop), livestock, Fisheries, Natural Resource management, food information systems is implemented with humanitarian, transitional and development funding. The incumbent will contribute to the country’s programme and portfolio as foreseen in the project he/she will coordinate and be assigned.
Reporting LinesThe incumbent will work under the overall supervision of the Head of Programme, supervision of the Environmental and Social Risks Specialist and in close consultation and collaboration with the FAO South Sudan programme team and Heads of Field Offices. The incumbent will carry out the following tasks:

Technical Focus•    Support the operationalization of existing and new ESRM frameworks within the programme, including driving the education, communication and implementation of the ESRM instruments review/inventory and document previous strategic reserve studies in South Sudan;

•    Conduct site inspections, key stakeholder interviews and assist with data analysis for reporting as part of environmental and social impact assessments (ESIA).
Tasks and responsibilities•    Support training of FAO staff, government agencies and implementing partners on environmental and social risk mitigation.
•    Assist with the preparation of awareness materials on ESRM for various stakeholders;•    Lead the roll-out and reporting of stakeholder engagement activities on ESRM at project location level. Collect data and assist with analysis for the monitoring, evaluation and reporting of ESRM implementation, in collaboration with government agencies and implementing partners as appropriate;•    Support the review and update of ESRM instruments for ongoing projects;•    Liaise with the Gender Officer and Accountability for Affected Populations (AAP) Assistants on consolidation of reporting on management of complaints under the grievance redress mechanisms;•    Participate in the development of ESRM Frameworks and associated instruments, with clear risk mitigation measures for all new projects in line with donor and FAO guidelines;•    Perform any other related duties as demanded by the project manage or FSTS director or the European Union.•    Assess the current context of ESRM as it relates to the Strategic planning in SS;
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements  •    A university Degree (bachelor’s degree / first level) in Environmental Management/ Community Development or other relevant discipline;
•    An advanced University Degree in relevant discipline is an asset.•    Minimum 3 Years of proven knowledge and working experience in similar field;•    Working knowledge of English (level C) and working knowledge of the local language(s) is required;•    A south Sudan National

Technical/Functional Skills•    Demonstrated experience in environmental management and social development is required
•    Experience with environmental and social risk analysis and risk mitigation strategies is required.•    Experience in community-based development and participatory approaches to communicating, creating awareness, and monitoring of projects and activities.•    Research, report writing, evidence-based data and information and analytical skills will be an added advantage.•    Experience with the design or implementation of environmental and social risk management tools will be an added advantage.•    Candidates with experience working on rural agriculture projects will be preferred.•    Working knowledge of English and Arabic will be an added advantage.•    Systematic, well-structured and efficient approach to work assignments. Analytical ability, accuracy and consistency. Exercise diligence and care in dealing with records and expenditures.
