Organizational Setting
The Emergency and Resilience Division is responsible for ensuring FAO’s efforts to support countries and partners in preparing for and effectively responding to food and agricultural threats and crises. It is responsible for coordinating the development and maintenance of corporate tools and standards to enable Decentralized Offices to assist member countries to prepare for, and respond to emergencies. PSE ensures humanitarian policy coordination and knowledge, liaison with the Inter-Agency Standing Committee as well as with humanitarian resource partners, co-leadership with World Food Programme of the global Food Security Cluster, organizational preparedness, surge capacity and response to large-scale emergencies. PSE supports food and nutrition security assessment and early warning activities related to emergency and humanitarian analysis and responses. PSE plays a major role in the development and leadership of the Organization’s programme to increase the resilience of livelihoods to food and agriculture threats and crises (SO5)”.
Reporting Lines
The Consultant reports to the FAO representative in Democratic Republic of Congo.
Technical Focus
Support the implementation of FAO’s resilience agenda at a global, regional, sub regional and/or country level.
Tasks and responsibilities
Provide support to implementation of FAO’s resilience agenda at a global, regional, sub regional and/or country level.
The key functions of the consultant will be as following:
• Handle day-to-day operational aspects of emergency response and resilience projects and programmes agreed with the FAOR in accordance with the project management cycle from initiation phase to operational and financial closure;
• Participate in needs and disaster assessments, including interagency assessments and processes;
• Participate in the design of emergency/resilience projects and programmes, including the preparation and presentation of  project proposals and fully-fledged project documents;
• Provide operational and programming support to the implementation of emergency and resilience projects and programmes, including budgetary management, work-planning and monitoring expenditures;
• Produce various proposals, programme/project documents, briefs, financial/donor reports and final statements, etc.;
• Liaise with other government, UN, cluster/sector, NGO and donor partners at the appropriate level to ensure the best preparation and implementation of emergency and resilience activities;
• Prepare and participates in meetings and international fora related to humanitarian relief matters and resilience strengthening;
• Formulate correspondence with recipient governments and donors;
• Provide operational and programming support and promote capacity development at the country-level;
• Monitor and provide support to resource mobilization activities;
• Report against the country programme dashboard;
• Maintain and updates information systems and databases, as applicable;
• Undertake travel to ensure adequate operational and programming support is provided to the implementation of emergency and resilience projects and programmes;
• Perform other duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced University degree (Master’s or equivalent) in a discipline relevant to the mandate of the Organization;
• Minimum of 3 years of relevant experience in humanitarian and agricultural/rural development sectors including work experience with national and international NGO’s, UN agencies, governments and donors;
• Working knowledge of French and limited knowledge of one of the other official languages of the Organization (English, Spanish, Arabic, Chinese, and Russian).
