Organizational SettingFAO Representation in Sierra Leone implements an integrated food security programme, focusing on diversification of livelihoods, managing natural resources and building resilience. The office employs diverse team of experts locally, but also attracts the available technical experts from the region and the Head Quarters (HQ). Reporting LinesUnder the overall supervision of the FAO Representative in Sierra Leone this position will be directly supervised by the ECTAD Country Team Leader – Sierra Leone.
Technical FocusWithin the framework of the Food and Agriculture Organization of the United Nations (FAO) Emergency Centre for Transboundary Animal Disease Operations (ECTAD), under the overall supervision of the Deputy Head of ECTAD/Liaison and Operations Officer (TCE), the functional and administrative supervision of the FAO Representative in Sierra Leone, and the direct supervision of the ECTAD Country Team Leader in Freetown, and in collaboration with the ECTAD Regional Operations Officer in Accra, the ECTAD country team in Sierra Leone, the FAO country Representation Operations/Admin teams, the incumbent will undertake the following duties and responsibilities

 Tasks and responsibilitiesAssist in providing day-to-day operational support to ECTAD field projects in Sierra Leone contributing to the implementation of an effective Emerging Pandemic Threats (EPT-2) Programme;
Ensure timely delivery of the necessary inputs and logistics support consistent with the planned project work plans, detailed field activity plans and procurement plans;Assist in supervising the recruitment of national project administrative staff;Assist in the supervision of national project administrative staff to ensure timely delivery of the necessary inputs;Assist in supervising and monitoring the implementation of efficient financial flow mechanisms and in ensuring timely availability of resources for the smooth implementation of project activities;Establish and maintain effective financial controls. Review, clear and certify for accuracy, appropriateness, correctness and compliance with the approved budget and FAO rules and regulations, all administrative and financial documents before they are submitted to the FAO Representative for approval and signature;Prepare Field Budget Authorization (FBAs) requests for submission to the ECTAD Regional Operations Officer;Review/revise draft Contracts and Letters of Agreement (LOAs) and follow on submission of reports from and payments to Service Providers;Prepare procurement plans according to the activities included in the work-plan; initiate procurement action, according to the work plan time frame raising Procurement Requests (PR) in the FAO Global Resource Management System (GRMS) and follow up the procurement process/status with the procurement team; and draft inputs/goods distribution plans ensuring the physical delivery of project inputs to beneficiaries in accordance with project requests;Ensure that assets procured through ECTAD funding are properly registered, insured, used, maintained, safeguarded and appropriate inventory reports are timely and regularly forwarded to ECTAD regional office;Make necessary arrangements for incoming and outgoing missions, including security clearances, entry visas, flights and hotel bookings; handle the organization and logistics of conferences, meetings, workshops and study tours.Provide operational clearance of ECTAD Travel Authorization (TA) requests;Assist in the preparation of projects progress and final reports both narrative and financial;In consultation with the Country Team Leader and the Regional Operations Officer, provide assistance to international and national consultants in Accra, in the formulation of project proposals according to FAO procedures;Perform other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum RequirementsAdvanced university degree  in  public or business administration, finance, accounting, economics, social sciences or other field related
5 years of relevant experience in project management/operations and support;Working knowledge of English (written and spoken). National of Sierra Leone. FAO Core Competencies
