The position is located in Bata, Equatorial Guinea. It specifically supports the implementation of the FAO project Promoting community forestry for climate change mitigation and sustainable livelihoods in Equatorial Guinea founded by the GEF.
Reporting LinesThe Chief technical Advisor- Forestry Specialist on Community Forestry Development for Equatorial Guinea works under the overall guidance of the FAO Representative (FAOR) and the technical supervision of the Forestry Officer, Lead technical officer (LTO) of the project based at the FAO Sub-Regional Office for Central Africa.

Technical FocusCommunity forestry development, focusing on sustainable management of natural forests through tenure assessment, community mobilization and community forestry agreements facilitation, community forestry strategy development and building the capacity of the communities and their supporting institution to develop plans to pilot test community forestry practices in the framework of climate change mitigation and sustainable livelihoods.
Tasks and responsibilitiesUnder the overall guidance of the FAO Representative (FAOR), the overall supervision of the Budget Holder and the technical supervision of FAO SFC Forestry Officer, and in consultation with relevant government departments, non-government organizations and other national and international organizations concerned, and in close cooperation with FAO country team, Project Task Force, the project Chief Technical Advisor -Forestry Specialist will conduct the following tasks:

Lead technical planning, coordination and monitoring of all project activities. The CTA will lead the planning, coordination and delivery of output 2.2, and output 2.3, and provide direct technical inputs to the delivery of outputs 1.1, 3. 1 and 3.2;Provide technical support to project’s workshops, meetings and training activities; in support to Project Management Unit and INCOMAProvide technical guidance and inputs on sound methodologies/approaches to ensure that project activities are implemented using relevant approaches, tools, methodologies and best practices;Review, improve project technical reports before submission to the LTO for approval;Prepare draft TORs for consultancies and letters of agreement (e.g. NGOs…) and advice on their implementation.Provide guidance in the collaboration among participating institutions and organizations at the national and local levels, and with related initiatives, including the REDD+ coordination;Provide advice so that gender issues are adequately addressed during the project implementation;Monitor and report on the implementation of the project co-financing activities;Assist the Project Management Unit in relevant technical meetings, seeking to facilitate coordination in the achievement of the project’s objectives;Assist the Project Management Unit so that “GEF core indicators » are filled out in correct and timely manner;Support the Project Management Unit in the preparation of and edit of technical reports, technical guidelines and publications associated with the project results;Organize and report on FAO Project Task Force Meetings and support the Project Management Unit on the Project Steering Committee Meetings; Support the Project Management Unit preparation, review and approval of documents that does not require LTO approval as needed ensuring that technical content meets required standards;Advice FAOR in sensitive matters related to project implementation and propose courses of action to be considered.Support Project Management Unit in project annual work plans and budgets (AWP/B);Support Project Management Unit in good coordination of activities with executing partner institutions, collaborative institutions and beneficiary stakeholders;Track (with monitoring expert support) the project’s progress ensuring timely delivery of inputs and outputs, prepare M&E reports including six-monthly Project Progress Reports (PPRs) and annual Project Implementation Review (PIRs)Support LTO missions, donor missions and others as relevantApprove national project personnel working plans and supervise their performance in consultation with FAOR.Support project communication and visibility together with FAOR and Office communication consultants.Act as Rapporteur of the project PSC meetings and activities, including the preparation of documents, reports and the timely organization of PSC sessions;Other as per needed.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum RequirementsWorking knowledge of English, Spanish or French and limited knowledge of one of the other two.
University Degree in forestry, natural resource management, or other relevant discipline; desirable degree / specialization in community forestryAt least five years of experience in providing technical expertise on community forestry projects, FAO Core CompetenciesFocus on results
