Organizational SettingThe main objective of the FAO Country Office which is led by the FAO Representative is to assist governments and partners in developing policies, programs and projects aimed at to ensure food security and reduce hunger and malnutrition, to help develop agriculture, fisheries and forestry, and to use their environmental and natural resources in a sustainable manner. The FAO office is also committed to implementing field projects and programs to implement the policies, strategies and action plan mentioned above. The country office has an important role on support to the country and partners in increasing the resilience of livelihoods to food and agriculture threats and crises.

BackgroundThis Project (GCP/GLO/002/ITA) has a duration of two and a half years and includes the following outputs for Kenya.

Opportunities for financing within key agricultural sub-sectors identified.Priority agri-food sub-sectors and value chains and their major constraints identifiedappropriate multi-stakeholder’ frameworks established for structured public-private engagement to address bottlenecks;instruments and recommendations for leveraging private sector finance are identified;SDG-compliant investments are selected and encouraged in the selected agricultural sub-sectors;A conducive investment environment developed and lessons disseminateddetailed proposals for financing, multi-stakeholder engagements and policy advocacy strategies established; anddesigned systematic methodologies and approaches, and documented and shared lessons and results. The project is coordinated at the Strategic Program 4 (SP4) level at FAO headquarters, in collaboration with the FAO Kenya and with DPI. To ensure that all results are achieved, through strategic support and effective facilitation of the various processes outlined above, a national expert will be recruited as the Agrinvest Focal Point in Kenya. The consultant will be in charge of establishing, overseeing and where necessary leading the project activities. The Focal Point will work closely with the Project Coordinator, based in SP4, and the project partners, in particular the European Center for Development Policy Management (ECDPM).

In this respect, it is important to note that in October 2019 FAO signed a MoU with the Dutch Development Bank (FMO), which includes activities aimed at identifying jointly the value chains to support, and work towards the development of pipeline investment proposals, to be submitted by investee financial institutions that are clients of FMO. The Agribusiness Investment officer will work closely with FMO.
Furthermore, the U.N. in Kenya have established a SDG Partnership Platform (SDGPP), with the objective to attract private investments in support of the achievement of the SDGs. The platform includes 4 sector windows, one of them being the Food and Nutrition Security Accelerator window, which is led by FAO. The window has the objective of leveraging investments in agriculture, 80% from the private sector, in line with the Agricultural Sector Transformation and Growth Strategy 2019-2019. The Agrinvest project will work closely with the SDGPP window for food and nutrition security.
Reporting LinesThe incumbent will work under the overall supervision of the FAOR in Kenya, and the direct supervision of the Sub Program Leader for Inclusive Value Chains, and technical guidance of the Project Coordinator of Agrinvest.

Technical FocusThe consultant will be responsible for delivery of the Agrinvest project that aims at fostering agricultural investments, aligned with the Sustainable Development Goals (SDGs) that contribute to economic growth, generate employment in rural economies – in particular for women and the youth, improve livelihoods, promote gender equality and reduce poverty. The final outcome produced by the project will be “More inclusive, efficient and sustainable agrifood systems”. This outcome will be achieved by creating frameworks for coordinated action of different food systems stakeholders, to transform agrifood systems into a viable mechanisms for sustainable development through partnerships, policy dialogue and investments.

Tasks and responsibilitiesOrganize and facilitate meetings as part of the project activities;
Contribute to the preparation of analytical documents, in particular, the first diagnostic study to be undertaken by ECDPM;Provide strategic technical assistance to national counterparts (SDGPP, KEPSA, the multi-stakeholder framework) in the promotion of sustainable investment in priority agri-food value chains and sub-sectors, as well as the development of public-private partnershipsLiaise and work closely with the country office and the ministries involved on the development of activities and results achieved in the country, and meet regularly with the focal point / team based at the Ministry of Agriculture, Livestock and Fisheries;support relevant capacity building and technical support sessions for beneficiaries (policy officers, CV actors, youth);Liaise with other existing and relevant FAO initiatives in the country (e.g. ICAT);Propose possible actions and adjustments to the project to make it more relevant to the context and to ensure the effective achievement of the expected results;Prepare monthly reports to update the coordinator and the FAO office in Kenya.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements   Advanced university degree in Agriculture, Agricultural Economics, Business Management, or any other related field
10 years of experience in agribusiness investment, agricultural finance, SME development, and vast and consolidated network of contacts with the public sectors (ministries and agencies) as well as with the private sector (KEPSA, financial institutions, local agribusiness companies, fintechs, etc).Working knowledge of English and KiswahiliNational of Kenya
