Project description

The Caribbean OCTs Resilience, Sustainable Energy and Marine Biodiversity Programme (ReSEMBiD) is financed under the 11th European Development Fund (EDF) Caribbean OCT Regional Programme. The stakeholders of this action in the broadest sense are the 12 Caribbean OCTs:

– British: Anguilla, British Virgin Islands, Cayman Islands, Montserrat, Turks and Caicos Islands

– Dutch: Aruba, Bonaire, Curacao, Saba, Sint Eustatius, Sint Maarten

– French: Saint-Barthélemy

The Prime Minister of Sint Maarten, being the Regional Authorising Officer for the 11th EDF Caribbean Regional Programme, represents vis-à-vis the EU the 12 Caribbean OCTs. The RAO plays a key role in information sharing, knowledge management, and in liaising with national authorities and other stakeholders of the Caribbean OCTs. Various stakeholders can be identified in the individual OCTs:  governmental representatives, NGOs, focal points for the regional programme and departmental staff dealing with resilience, climate change adaptation, disaster preparedness, energy and biodiversity, research and/or educational institutes, gender machinery, private sector.

The Action shall be carried out at the following location: all twelve Caribbean OCTs qualify for activities of this action, but exact locations of the activities are not yet known. The project team will be based in Sint Maarten, and supported by Expertise France liaison office in Paris.

The overall objective of the action is to strengthen environmentally sustainable economic development in the Caribbean OCTs. The key specific objectives to be pursued based on the consultation of both the Regional Authorising Officer and the Caribbean OCTs are indicatively described below. They represent the three components of the Action:

– Sustainable Energy : To increase energy efficiency of infrastructures with high impact on energy consumption ;

– Marine biodiversity: To improve protection and sustainable management of the OCTs marine biodiversity;

– Resilience: To increase the resilience of the Caribbean OCTs to adapt to extreme and recurrent natural events (transversal component).

Expertise France aims to contribute to the Caribbean countries’ social, economic and environmental development. Building resilience to the effects of climate change, striving towards a low carbon economy and marine biodiversity protection will contribute to sustainable economic development in the Region, including gender equality.

Great emphasis will systematically be given on the participatory design of the project and its management, from the beginning involving all relevant stakeholders (beneficiaries, civil society, local population, funding institutions, etc.). Furthermore, stimulation of the development process through progressive learning by the beneficiaries is also considered as an absolute prerequisite and major indicator of the project’s success.

Qualifications and skills of the candidates will therefore be assessed with regard to all the considerations forementioned.

The project team will be composed of:

In the field: a Project Director, a Resilience and Climate change adaptation Senior Advisor, 4 Programme managers, a Financial and Administrative Manager and an Assistant, a grant officer, a MEAL and communication experts and an assistant.

In Paris (liaison office): Sustainable Development department Director and Head of thematic unit, a Project manager and an assistant project manager.

Short term expertise will also be mobilised according to the project needs.

 

Job description

Under the guidance of the Administrative and Financial Manager (AFM), and in close coordination with the ReSEMBiD team at Sint Maarten and Paris Headquarters, the Finance and Administrative Assistant (FAA) will assume the following responsibilities:

Accounting Management:

– Detailed and timely support for recurrent (monthly, quarterly, annual) accounting of bank statements and expenses; matching processes and closures.

– Registration and maintenance of local office expenses; ERP expenses and payments updating and reconciliation.

– Support the AFM with Petty Cash Management; small payments to local providers; other petty cash needs.

– Assist in the preparation and support of audits.

– Ensuring at all times rigorous and thorough maintenance of supporting documentation

– Liaise with colleagues to ensure team-wide full understanding of financial and administrative requirements to ensure compliance with rules and procedures.

Programme Operations Support

– Establish and maintain filing system for Programme administration: invoices, payments, software licences, inventory, contracts and agreements, procurement dossiers, human resources files, others.

– In support of technical staff establish and maintain technical filing system: reports, studies, terms of reference, meetings minutes, others.

– Support to procurement process of products and services.

– Organise all aspects of internal and off-site meetings.

– Support the AFM in banking and payment services.

– Organise, in close coordination with travelling staff and the travel agency, attending to all aspects of staff and consultants’ duty travel

– Co-organise off-site staff retreats, governance meetings, seminars and other meetings;

– Establish and maintain contacts database and phone directory of stakeholders

– Support the implementation of Administrative and Financial procedures.

Logistical Support

– Liaise with local providers (travel agency, IT, communications, building maintenance and administration) to ensure good understanding of expectations, and consistent provision of services at requisite standards

– Ensure stocks of office equipment are proactively monitored and kept up to date, liaising with users on evolving needs and quality control

– Visitor reception (minor)

– Screening of telephone calls (minor)

Qualifications and skills

Education

– Accountancy studies (2 years minimum)

– Bachelor’s degree in Accounting, Finance, or Business Administration will be a strong asset

– Other business management training is highly desirable

Language Requirements

– Excellent level of spoken and written business English

– Dutch and French desirable

Professional experience

– Minimum 5 years in a comparable function in the Caribbean region

– Familiarity with Sint Maarten/St Martin and government and/or business environment a strong asset

– Discretion, with capacity/sensitivity to manage confidential information and data

– Initiative and dynamism

– Very strong organisational skills

– Strong work ethic: timely, orderly, with keen attention to detail

– Team-player essential

– Full competence in MS Office suite of applications and web navigation

– Drafting and note-taking skills (emails, administrative documents, meeting minutes)

– Knowledge of classification and archive methods: search, order and prioritise information

– Good sense of humour!
