Description du projet
He / she will be involved in a regional project to strengthen cyber security and combat cybercrime in ECOWAS Member States and in Mauritania, funded by the European Development Fund.
The project has a duration of 4 years (2019-2023) and has a total budget of 7.5 million Euros. It aims to contribute to the strengthening of cybersecurity and the fight against cybercrime in the ECOWAS region and in Mauritania.
Based in Abuja, the accountant will be part of a project team with colleagues based at Expertise France’s headquarter (in Paris) and at the regional project office (in Abuja). The team of Abuja will consist of a project coordinator, two key experts in cybersecurity and cybercrime, a strategic advisor, an accountant, a driver and the administrative and logistics assistant.
Under the direct responsibility and the supervision of the project coordinator, and in liaison with the Assistant of located in Paris, the assistant will support the administrative and logistics management of the activities to be implemented in the beneficiary countries.
The accountant will work on a daily basis with the project team, with frequent interactions with the Project Manager and the project assistant based in Paris.
Description de la mission
He/She will perform the following main missions:
Administrative management:
– Assist the project team in the follow-up of the missions of the OCWAR-C experts (management of shared schedules, timesheets, technical documents of missions, etc…);
– Assist the project team in the organization of events, trainings and meetings (relations with the suppliers, participants, partners, etc…);
– Follow-up administrative aspects of the experts and participants in activities (timesheets, per diems, etc…);
– Prepare and follow the procedure for application for exemption from VAT with the Nigerian authorities and providers in liaison with the accountant;
– Ensure the day-to-day administrative tasks (emails, letters, preparation of documents for meetings, dashboards, minutes of meetings, formatting documents, etc…);
– Support to the publication of offers of employment or procurement in local publications;
– Managing information (newsletter of information, website, social networks, etc.);
– Indexing and archiving of administrative and financial documents;
– Draft documents in French and English.
Logistics management:
– Provide or support the logistics organisation of events in Nigeria and other beneficiary countries (steering committees, seminars, missions, training sessions, regional events, etc.) under the direction of the Coordinator and in connection with the Paris-based project Assistant: booking transport, accommodation, room rental, services, caterers, invitations, etc.
– Ensures the follow-up of the office supplies and the state of stocks;
– Keeps track of maintenance and repairs of the vehicle dedicated to the office in Abuja (log, maintenance, consumption);
– Support for the project coordinator and the team for any other task necessary for the smooth running of the project.
Reporting :
– Participate in the watch on the regulations in force in Nigeria
The task list is not exhaustive and may evolve according to the needs of the project.
Qualifications et compétences
– Higher education in administrative and financial management;
– Good command of office tools, including Word and Excel;
– Ability to work in a demanding environment;
– Be methodical, organized and responsive;
– Have a sense of responsibility, be proactive and autonomous;
– Excellent written and oral expression in English, the mastery of French would be a major asset.
Expérience professionnelle
– Three years of successful professional experience in administrative and financial management on humanitarian or development projects;
– Experience in a French-speaking environment would be an asset;
– Experience with public donors.
Informations complémentaires
Duration of the mission: one (1) year, renewable if performance is deemed satisfactory.
Nature of the contrat: Service contract with Expertise France or via a wage porting company
