European Union (EU) has launched a call for proposals for the Thematic Program: Civil Society Organizations as Governance and Development Actors.

Objectives and Priority Issues

The overall objective of this call for proposals is: Support the mitigation of the post-COVID 19 effects in youth and adolescents in municipalities with greater vulnerability in the employment and comprehensive training sectors.

The specific objectives of this call for proposals are:

In a context of post-covid socio-economic crisis, contribute to full and productive employment and decent work for young people, especially women and vulnerable groups. (Sustainable Development Goal No. 8).
In a context of post-covid socioeconomic crisis, contribute to guarantee an inclusive and equitable quality education, and a comprehensive training for adolescents and young people, especially women and vulnerable groups. (Sustainable Development Goals No. 4, 5).
The priorities of this call for proposals are:

Employment area: Promote immediate and coordinated actions in the economic sector that favor the employability and economic reactivation of young people’s micro-businesses, especially women and vulnerable groups.
Comprehensive training area: Promote actions aimed at mitigating the effects of the post-covid crisis on school performance at the secondary level, as well as the comprehensive training of adolescents and young people inserted in the secondary level.
For both areas, it is considered a priority to promote the participation of adolescents and young people in the definition, execution and monitoring of employment and education policies, in compliance with their economic, social and cultural rights framed in the legislation cited in the Context of this document.
Funding Information

The total indicative amount assigned to this call for proposals amounts to 1,998,297.28 EL’R. to which the 2021 assignment may be added subject to approval. The Contracting Body reserves the right not to award all available funds.

The grants requested within this Call for Proposals are comprised between the following minimum and mixed amounts:

Minimum amount: 500,000 EUR
Maximum amount: 700,000 EUR

Lead applicant(s)

In order to be eligible for your grant, the main applicant must:

be a legal person and be a civil society organization or a thematic network of CSOs working on the subject to which the proposal is being submitted
In the case of existing networks but lacking legal status, the proposal must be submitted by one of the members of the network, who must necessarily have legal status and legal representation to act on behalf of the derais members. In addition, the proposal must include the list of members of the network.
In the case of networks in the process of creation, the proposal could be submitted by one of the members of the network, who must necessarily have legal status and the capacity to represent future members of the network.
has no profit and;
be established in Bolivia and;
be directly responsible, with their co-applicants and other affiliated entities, for the preparation and management of the action and not simply act as an intermediary.
Co-applicant(s)

The action must have at least one co-applicant.
The co-applicants will participate in the design and execution of the action, and the costs they incur will be eligible in the same way as those incurred by the main applicant.
Co-applicants must meet the eligibility criteria applicable to the main applicant.
Affiliated entity(ies)

The main applicant and his co-applicant (s) may act with affiliated entities.
Only the following entities may be considered entities affiliated with the main applicant or the co-applicant (s):
