European Union seeking Proposals to strengthen Resilience, Food and Nutrition Security in Angola

The European Union (EU) has announced a Call for Proposals for operational research on the effectiveness of nutrition actions towards reducing undernutrition in Angola (FRESAN-Component IV).

The global objective of this call for proposals is to contribute to evidence and knowledge transfer on the effectiveness of different nutrition-related actions, in the context of Angola, to curb undernutrition in children and reduce under-five mortality.

The specific objectives of this call for proposals are:

SO1. To identify strategies addressing operational constraints for nutrition-related service delivery in Angola and test these strategies in terms of impact, costs and cost-efficiency and sustainability.
SO2. To disseminate the results of the research, particularly to the Government of Angola and partners, and encourage uptake of methods and important strategies.
The priorities of this call for proposals are:

To identify and prioritize nutrition-related service delivery problems and influencers and develop and validate the operational research questions and strategy.
To test and apply identified strategies and produce an action plan highlighting how these strategies might strengthen nutrition activities and programme operations and improve the quality and costs of service delivery.
To develop a dissemination plan and to present the plan at both internal and external audiences.

Target groups in FRESAN programme are the groups most vulnerable to food insecurity and undernutrition:

the most vulnerable groups according to socioeconomic criteria,
demographic categories vulnerable to undernutrition (children under 5 years, pregnant and lactating women).
Other target groups could be considered (such as economic actors represented by rural organisations) if the action aimed at these groups effectively contributes to improving nutrition security in the target geographic areas.

Funding Information

The overall indicative amount made available under this call for proposals is EUR 6 000 000.

The initial planned duration of an action may not exceed 48 months.

Location

Actions must take place in the following provinces of Angola: Cunene and Huila.

Lead applicant(s)
In order to be eligible for a grant, the lead applicant must:
be a legal person
be non-profit-making or a private sector organisation with a relevant public sector mandate/mission,
be a specific type of organisation such as:
Academic and research institutions (Universities, Public Health Research Institutes)
A consortium of academic / research institutions
A public sector operator or local authority,
An international (inter-governmental) organisation as defined by Article 156 of the EU Financial Regulation
be established in a Member State of the European Union (Austria, Belgium, Bulgaria, Czech Republic, Cryoatia, Cprus, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden) and the United Kingdom or the Republic of Angola, the OECD, an ACP state, a Member State of the European Economic Area, Overseas Countries and Territories or a beneficiary State of the ACP-EC Partnership Agreement as defined in Part II of Annex A2a to the ‘Rules on Participation in Procurement and Grants’ attached to the Practical Guide.
be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
Co-applicant(s)
Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
Affiliated Entity(ies)
The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
This structural link encompasses mainly two notions:
Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
Entities affiliated to an applicant may hence be:
Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
Entities under the same direct or indirect control as the applicant (sister companies).
Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
