The European Union (EU) is currently accepting proposals from eligible organisations for its “Programme Population” to strengthen the supply and demand of civil status and social promotion services (family planning, combating violence gender-based VBG) at the CSPS, commune and school level.

Objectives

The specific objectives (SOs) of this call for proposals are:

• Strengthen the offer of social advancement (family planning, fight against gender-based violence) and stimulate the demand for family planning
• Stimulate the demand for support in the area of ​​sexual and reproductive health young people and teenagers
• Stimulate the demand for civil status documents and strengthen the supply of marital status
• Strengthen the capacity of women to defend their rights.

Grant Information

The overall indicative amount made available under this call for proposals is EUR 3,000,000 and covers the regions of Central, South Center and Central Plateau.

Eligibility Criteria

• Lead applicant
  • To be eligible for a grant, the lead applicant must meet the following conditions:
    • be a legal person; and
    • be non-profit making; and
    • belong to one of the following categories: non-governmental organization, operator public sector, local authority, and
    • be established in a Member State of the European Union or one of the other countries as indicated in the basic act of the ACP-EC Partnership Agreement to that as amended by Decision No 1/2014 of the ACP-EU Council of Ministers of 20 June 2014 (2014/428 / EU):
      • ACP countries
      • Member States of the European Union
      • The beneficiaries of the Instrument for Pre-Accession Assistance
      • Member States of the European Economic Area
      • Overseas Countries and Territories
    • Developing countries and territories on the list of ODA recipients established by the OECD DAC, which are not members of the G20, without prejudice to the status of the Republic of South Africa, governed by Protocol 3 of the Partnership Agreement
    • OECD Member States, in the case of contracts implemented in a country less advanced (PMA) or in a heavily indebted poor country (HIPC) , or in the case of contracts implemented as part of regional or global programs including least one LDC or HIPC.
    • For applicants from the United Kingdom: It should be emphasized that eligibility criteria for the duration of the grant agreement. If the United Kingdom withdraw from the Union during the grant period without entering into an agreement with the ensuring in particular that United Kingdom applicants continue to be eligible.
    • be directly responsible for the preparation and management of the action with the co-applicant (s) and the affiliated entity (ies) and not act as an intermediary and
    • Have official representation in Burkina Faso with permanent staff.
  • Potential applicants can not participate in calls for proposals and can not be beneficiaries of a grant if they are in one of the situations.
• Co-Applicant (s)
  • The co-applicants participate in the definition and implementation of the action, and the costs they are eligible in the same way as those incurred by the lead applicant.
  • Co-applicants must meet the eligibility criteria that apply to the lead applicant of line itself. And at least one of the co-applicants must be an organization of the society Burkinabe local civil society.
  • Co-applicants must sign the Terms of Reference in Part B, of the application form grant.
  • If the grant is awarded to them, the potential co-applicants will become the beneficiaries of action, with the coordinator.
• Affiliated entities
  • The lead applicant and its co-applicants may act with one or more affiliated entities. Only the following entities may be considered affiliated to the principal applicant file and / or the co-applicant (s):
  • Only entities structurally related to the applicants (the lead applicant or a co-applicant), particularly in capital or legal terms.
  • This structural link mainly covers two notions:
    • control, within the meaning of Directive 2013/34 / EU on annual financial statements, consolidated financial statements and related reports of certain types of enterprises:
      • Entities affiliated with an applicant may therefore be:
        • entities controlled directly or indirectly by the applicant (subsidiary or first-tier subsidiary) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second level subsidiaries). This is valid for other levels of control;
        • entities controlling directly or indirectly by the applicant (house mother). In the same way it can be entities controlling a controlling company the applicant;
        • entities with the same level of direct or indirect control as the applicant (companies sisters).
    • membership, that is, the applicant is legally defined as, for example, a network, a federation, an association to which the affiliated entity participates, or the applicant participates in the same organization (eg a network, federation or association) than the proposed affiliated entity.
