EuroMed Feminist Initiative (EFI) is a policy network that provides expertise in the field of gender equality as inseparable from democracy building and citizenship, and advocates for political solutions to all conflicts and for the right of peoples to self-determination. Headquarters are in Paris, with regional office in Amman, Jordan and country offices in Amman and Beirut.

EFI is looking for a qualified Financial Manager in Paris HQ.

The Overall Responsibility of the Financial Manager is to:

  • Coordinate EFI’s overall financial monitoring and accounting.
  • Manage EFI’s financial team (Paris, Amman and Beirut) and practice rigorous budgeting control mechanism.
  • Elaborate and implement EFI’s financial and procurement policies and procedures and requirements from European Union (EU) and other donors, to optimize financial performance that would contribute into the achievement of EFI’s vision and goals through various projects.

The role and responsibilities are:

  • Supervise operations of accounting system, control eligibility of expenses and ensure compliance with EFI rules and procedures and donor’s requirements (e.g. EU).
  • Organise and implement internal financial controls according to EFI financial and accounting guidelines and procedures and donors’ requirements.
  • Implement regular financial follow up and ensure accurate recording of all transactions in EFI financial system in compliance with EFI Finance and Procurement guidelines.
  • Lead the preparation of financial reports and annual requests for funds, budgets and other funding requests.
  • Coordinate and support the preparation of financial reports for EFI activities from all offices
  • Ensure proper financial documentation in HQ, support and supervise financial documentation and back up the EFI offices.
  • Prepare and organise the Audits and ensure the provision of requested data and records.
  • Prepare and monitor EFI’s global budget, keep the tools updated for that purpose.
  • Map, anticipate and contribute to mitigate financial risk for the organisation and projects.
  • Organise regular staff meetings and follow-up on financial team performance.
  • Organise workflow of the finance team and ensure coordination with program team.
  • Supervise payrolls preparations by Finance staff in the EFI offices

Team Collaboration:

This position reports directly to Executive Director.

Close collaboration with Programme Managers in Paris HQ and in the other countries.

Job requirement:

  • University (Master) degree in accounting or finance
  • Excellent written and oral communication in English and Arabic is essential. French language is desirable.
  • Excellent Microsoft Office application especially Excel. Desirable knowledge in financial system such as CIEL, SAP, Oracle etc.
  • A minimum of seven years of relevant work experience in finance and accounting is required.

Skills-set:

  • Proven experience in managing large and complex budgets (multiple partners, locations, sources of funding)
  • Experience managing grants from institutional donors (EU in particular)
  • Demonstrated expertise in using accounting system
  • Ability to provide technical guidance and advise especially to non-finance colleague
  • Knowledge of French accounting principles
  • Understanding of development field with experience in INGOs or institutional donors is desirable
  • Demonstrated record of accurate and timely reporting

  • Ability to complete task and meet deadline.
  • Detail-oriented approach with strong analytical and problem-solving abilities.

  • Ability to work in a multicultural team and with partners sharing EFI core values.

Salaire

Useful information:

  • Duty station is in Paris HQ (75012)
  • An open-ended position
  • Annual gross salary range: 45 – 50k
