Early Grant Information for NGOs

The specific objective (s) of this call for proposals of proposals is as follows: Civil society actors address and prevent radicalization and violent extremism, at national and local levels, and establish strategic partnerships for this purpose.

The priorities of this call were formulated based on the elements gathered during the consultation process described above, and integrating, in particular, gender equality and youth as priorities set out in the Multiannual Action Program of the Civil Society Organizations Thematic Program for the period 2018-2020. Funding Information

The overall indicative amount made available under this call for proposals is EUR 2 339 340. The contracting authority reserves the right not to allocate all available funds. Likewise, this amount may be increased if additional funds are made available. Indicative breakdown of the budget allocation by lot:

To be eligible for a grant, lead applicants must:

be a legal person; and
non-profit making and
being a Civil Society Organization (CSO) or CSO network / association, constituted in accordance with the legislation in force in Guinea-Bissau or in the eligible countries, at the time of publication of the invitation; and
be established:
in Guinea-Bissau;
in a Member State of the European Union, and contracting parties to the Agreement on the European Economic Area;
in a country eligible for the European Neighborhood Instrument, established by Regulation (EU) No. 232/2014 of the European Parliament and of the Council, including the Russian Federation;
in a developing country or territory included in the list of Official Development Assistance recipients published by the OECD-DAC, and overseas countries and territories covered by Council Decision 2013/755 / EU;
in a country eligible for the European Development Fund; and
Be directly responsible, together with its co-applicant (s) and affiliated entity (ies), for the preparation and management of the action and not act as intermediaries.
Co-applicant(s)

Co-applicants must participate in the design and implementation of the action and the costs they incur are eligible in the same way as the costs borne by the main applicant.
Co-applicants must meet the same eligibility criteria as those applicable to the lead applicant itself.
Co-applicants must sign the mandate form.

The lead applicant and its co-applicant (s) may compete with affiliated entity (ies).
Only the following entities can be considered as entities affiliated with the main applicant and / or the co-applicant (s):
Only those entities that have a structural link with the claimants (ie the main claimant or a co-applicant), especially a legal or financial link.
This structural link essentially includes two notions:
Control, as defined in Directive 2013/34 / EU on annual financial statements, consolidated financial statements and related reports of certain forms of companies:
Thus, entities affiliated with an applicant can be:
Entities controlled directly or indirectly by the applicant (affiliated companies). They can also be entities controlled by an entity controlled by the applicant (sub-subsidiary companies), the same applying to subsequent levels of control;
Entities that control the applicant directly or indirectly (parent companies). Likewise, they can be entities that control an entity that controls the applicant;
Entities under the same direct or indirect control as the applicant (subsidiary companies).
Membership status, that is, the applicant is legally defined as, for example, a network, a federation, an association in which the proposed affiliated entities participate equally or the applicant participates in the same entity (for example, a network, a federation, an association,…) than the proposed affiliated entities.
