The European Union (EU) is currently seeking proposals to Support for Civil SocietyOrganizations and Promotion of Human Rights in the Region of Bolama-Bijagós, Guinea-Bissau.

The general objective of this call for proposals is as follows:

  • Improving the socio-economic situation and reducing the isolation of the Bolama-Bijagós Region, Guinea-Bissau, through the promotion of human rights and the strengthening of the work of civil society organizations (CSOs) in the region as actors of development and governance.

The specific objective (s) of this call for proposals is the following:

  • Increase the performance and participation of CSOs in the Bolama-Bijagós Region in the local socioeconomic level, in particular as regards access to social production opportunities and generation of income.
  • To improve the protection and recognition of Human Rights in the Region of Bolama-Bijagós, promoting, in particular, economic and social rights through access to social services of base.

This invitation is composed of 2 Lots:

  • LOT 1 – Support to Civil Society Organizations (CSOs)
    • Priority 1) Facilitate the mobility of people and goods in the Region.
    • Priority 2) Promote the economic development of the Region: systems for the production and generation of income, vocational training.
    • Priority 3) Promote access to basic social services: health; water and sanitation; education.
  • LOT 2 – Promotion of Human Rights (EIDHR)
    • Priority 3) Promote the development and access to basic social services: health; water and sanitation; education.

Funding Information

The grants requested under this call for proposals must be the following minimum and maximum amounts:

  • LOT 1:
    • Minimum amount: EUR 2 000 000
    • Maximum amount: EUR 2 000 000
  • LOT 2:
    • Minimum amount: EUR 600 000
    • Maximum amount: EUR 600 000

Eligibility Criteria

  • Primary Applicant
    • In order to be eligible for a grant, the lead applicant must:
      • be a collective person; and
      • not for profit; and
      • Be a Civil Society Organization (CSO) or CSO network / association, constituted in the the time of publication of the invitation, in accordance with the legislation in force in Guinea-Bissau or eligible countries; and
      • Be directly responsible, together with their co-applicant (s) and affiliated entity (ies), by preparing and managing the action and not acting as intermediaries; and
    • For LOT 1 (OSC):
      • Establishment:
      •  in Guinea-Bissau;
      • in a Member State of the European Union, beneficiaries listed in Annex I to Regulation (EU) No 231/2014, and Contracting Parties to the Agreement on the European Economic Area; in a country eligible for the European Neighborhood Instrument established by Regulation (EU)
      • No 232/2014 of the European Parliament and of the Council, including the Russian Federation; in a developing country or territory included in the list of
      • Development published by the OECD-DAC (“list of ODA containers”), and countries and overseas territories covered by Council Decision 2013/755 / EU;
      • in a country eligible for the European Development Fund; and
    • For LOT 2 (EIDHR)
      • Be established in any country, without prejudice to the limitations inherent in nature and objectives of action
      • For British applicants: It should be taken into account that the eligibility criteria should be throughout the duration of the grant. Save as otherwise provided for in the eligibility rules 19 if the United Kingdomleaves the EU during the subsidy period without agreement specifically guaranteeing that British applicants are still eligible, these will no longer receive EU funding (although they will continue, where possible, to participate) or will have to abandon the project on the basis of Article 12.2.e of the grant agreement.
  • Co-applicant (s)
    • The co-applicants shall participate in the design and implementation of the action and the costs they incur shall be eligible in the same way as the costs incurred by the principal applicant.
    • Co-applicants must meet the same eligibility criteria as applicant.
    • If the grant contract is awarded to applicant, the co-applicant (s) (if any) will be / beneficiary (s) of the action (together with the coordinator).
  • Affiliated entities
    • The lead applicant and his co-applicant (s) may compete with affiliated entity (ies).
    • Only the following entities may be considered entities affiliated to the principal applicant and / or to the co-applicant (s):
      • Only entities which have a structural link with applicants (ie the co-applicant), especially a legal or financial link.
      • This structural link essentially includes two notions:
        • Control as defined in Directive 2013/34 / EU on annual consolidated financial statements and related reports of certain types of companies:
          • Thus, entities affiliated to an applicant may be:
            • Entities directly or indirectly controlled by the applicant (subsidiaries). They can entities controlled by an entity controlled by the subsidiaries), as well as at subsequent levels of control;
            • Entities controlling the applicant directly or indirectly (parent companies). Of equal may be entities that control an entity that controls the applicant;
            • Entities under the same direct or indirect control as the applicant (co-affiliated companies).
        • Member status, i.e. the applicant is defined legally as, in particular, a network, a federation, an association in which the proposed affiliated entities also participate or the participant in the same entity (for example, a network, a federation, an association) proposed entities.
