EU Call for Proposals: Thematic Program Organizations of Civil Society and Local Authorities in Honduras

The European Union (EU) is currently accepting proposals for its “The Thematic Program Organizations of Civil Society and Local Authorities in Honduras”.

The overall objective of this call for proposals is to support the local efforts of CSOs and local authorities to improve the living conditions of populations in conditions of poverty for an inclusive economic development, environmentally sustainable and resilient.

Programme Lots

The  Programme is divided into 2 lots:

  • Lot 1 Civil Society Organizations
    • Promote actions to facilitate access to productive resources and improve security economic growth to populations living in poverty, through access and use sustainable productive resources by promoting a green and resilient economy, empowerment and citizen participation.
    • Strengthen the role and capacities of CSOs at local levels in their role as agents of development.
  • Lot 2 Local Authorities
    • Strengthen the capacities of local authorities for the design and implementation of policies and inclusive local strategies related to sustainable development, climate change and reduction of poverty.
    • Support the efforts of local authorities to reduce poverty through strategies and Inclusive actions for access to productive resources through sustainable use of local resources, directed to the populations in conditions of poverty.
    • Strengthen capacities and implement actions to mitigate climate change and / or manage effects of the same.

Funding Information

The overall indicative amount allocated to this call for proposals is EUR 3 610 000.

Eligibility Criteria

Lead applicant

  • To be eligible for a grant, the main applicant must:
    • be a legal person and
    • not have a profit motive and
    • belong to one of the following specific categories of organization: organization not government, civil society operator, local authority or international organization (intergovernmental), as these organizations are defined in Article 43 of the Development Rules of the EU Financial Regulation
  • Be established in the Republic of Honduras, a Member State of the European Union, a Member State of the European Economic Area, a beneficiary country of IPA II or a member state of the OECD
  • Organizations of a Member State of the European Union, a Member State of the European Economic Area, a beneficiary country of IPA II or a member state of the OECD must have been legally constituted as such for at least 4 years the date of presentation of the application. The Organizations of Honduras must have been legally constituted as such for at least 2 years as of the date of presentation of the application
  • Organizations of a Member State of the European Union or a Member State of the European Economic Area, a beneficiary country of IPA II or a member state of the OECD should accompany their proposals with at least one local partner
  • be directly responsible, with its co-applicant (s) and affiliated entity (ies), of the preparation and management of the action and not simply to act as an intermediary

Co-applicants

  • Each principal applicant should have at least one co-applicant.
  • The co-applicants will participate in the design and execution of the action, and the costs in which incurred shall be eligible in the same manner as those made by the principal applicant.
  • The co-applicants must meet the eligibility criteria applicable to the main applicant.
  • If the grant contract is awarded, the co-applicants (if applicable) will become beneficiaries of the action (together with the coordinator).

Affiliated entities

  • The principal applicant and its co-applicants may act with affiliated entities.
  • Only the following entities may be considered entities affiliated with the main applicant
  • Only entities that have a structural link with the applicants (ie the applicant principal or a co-applicant), especially if the link is legal or capital.
  • This structural link mainly covers two aspects:
    • Control, as defined in Directive 2013/34 / EU on the annual financial statements, the consolidated financial statements and other related reports of certain types of companies:
    • Thus, the entities affiliated with an applicant can be:
      • Entities controlled directly or indirectly by the applicant (subsidiaries or affiliated companies) first level). They can also be entities controlled by a controlled entity at their time by the applicant (second level subsidiaries) and the same applies to the levels following control.
      • Entities that directly or indirectly control the applicants (parent companies). Likewise, they may be entities that control an entity that in turn controls the applicant.
      • Entities under the same direct or indirect control as the applicant (associated companies).
  • Accession, that is, the applicant is legally defined as, for example, network, federation or association in which the proposed affiliated entities also participate, or participate in the same entity (for example, network, federation or association) that the proposed affiliated entities.

How to Apply

In order to apply for the grants, applicants have to register themselves in PADOR, an on-line database via given website.
